shal Crowdor, It only authorizes the, Presi
dent to exclude or discharge from draft

"Now tho question of dependency has
been put up to the draft boards, and guided
by a sense of fairness and justice they must
determine who shall nnd who shall not be
excluded. Tills question must be deter
mined upon the merits of each case, and
each case presents different or varying as
pects." Dealing with tho exemption claims ot
married men In tho Fifth District, Connor
stated that but few would oscape tho draft.
"Wo shall disturb dependents as little ns
possible," he said, "but as our first con
sideration li tho raising of tho district's
quota, wo cannot grant exemptions to every
married man.
"If a man has a sickly wife and two or
three, children it Is only just to grant him
an exemption.
"But If a. man has a young wife who is
able to work for a living, an exemption
claim will not bo entertained. In this caso
the wife can earn u living nnd derive a cer
tain amount of' support from tho allowance
obtained from tho army pay of her hus
band. "Another man who will not bo exempted
Is the man whoso p.y will be continued by
his employer afte; ho enters tho army.
Such a man, even If ho has a wife and two
children, Is not entitled to exemption because
his wlfo will suffer no hardship. Tho hus
band's pay will be continued and ns a result
tho household cxepenscs will bo provided for
"Many'of our men are filing claims upon
the ground that tho stork Is hovering over
their homes. In each case of this character
a man must furnish nn affidavit from a
reputable physician, which sets forth tru
facts In the case. Even then tho man la not
certain of exemption.
"In many cases where a wife Is support
ing herself nnd one child on a small allow
ance from her husband claims for exemp
tion will not be entertained. If it Is brought
out during the investigation that such a
woman Is maintaining her home at the
present tlmo on ?25 a month her husband
will bo listed as a member of tho national
army, for ho will be ablo to contlnuo such
support from his Government pay.
"We do not proposo to subject married
women to severe hardships, but do not pro.
poso to grant wholesale exemptions to men
who are taking advantage of tho generous
conditions prescribed In the draft rules.
More than 7E per cent oi the men passed
by the examining physicians !r. our district
