mooted ' question and that he will not ex

by this hoard If he wants exemption he
will bo forced to carry an appeal to one

who Is supporting a wife and two or three
children requires a greater sum for their

a month which Is paid to soldiers. Hut
there are many married men who never

out of this will be able to give their wives
a monthly allowance of $25.
In regard to aliens Atkinson did not
ngiee with Connelly und hod that an a)lcn
win) insista upon exemption must receive
It "Tho Inw governing the exemption of
aliens," added Atkinson, "Is very plain,
Wo can do nothing else than exempt the
aliens If they Insist upon It. The problem
of dealing with married men who arn In
business with their wives will prove a diffi
cult one to solve. Personally I believe that
all cases of this character must be handled
by district boards "
Governor Brumbaugh's message put an
entirely new phase on the draft situation,
and it Is believed that exemption on the
plea of supporting dependents will now be
more difllcult than ever.

of this It Is shown that a soldier could at
least send a depcudent$2S monthly,

show a great hesitancy on the part of
aliens to enter the Upted States Bervlce.
In the hope that they may be stirred to
action I)r John H. Ualley, of the Twenty
second District Exemption Hoard, has sent
a pea to the consuls nf the Allies that they
urge their fellow countrymen to Join the
new army.
The message from Governor Brumbaugh
regarding the question of dependents fol
lows: Washington ca)ls attention to the fact
that "a soldier's pay Is not less than $30
a month and that all clothing, subsist
ence, medical treatment and housing are
fuilsied to him Under the law he may
allot any part of his pay to a dependent.
Many soldiers receiving $30 a month are
easily able to allot $25 a month to the
support ot dependent relatives. In case
pf death In line of duty the Government
will pay to tne nenenciary qeaiKiiaisu
hy the soldier six rnopths' pay."
Section 4 of tne Selective Service Act
provides that those In a status with re
upect to pei sons dependent upon them
for suppoit which renders their, exclu
sion or discharge advisable may be dis
charged, but It does not require that they
shall be discharged in al cases. The dis
cretion of the board Is Involved by this
provision nnd such boards may well take
the facts recited above Into consideration
In deciding claims for dlscharga duo to
dependency, with a Uevv of determining
whether, as a matter of fact, the person
claiming such discharge will not be in
as good or better position to support his
dependents after selection tor military
service than he was before. If such Is
the case, of course, discharge must not
be granted.
Mr. Woodruff said that this knotty prob
lem put up to the local boards added con
siderable weight to the burdens which they
already carried. In fact. I' made tho board
definitely determine whether or not a regis
trant's dependents could live on $35 per
month, apd li seemed to mean a question of
ascertaining how much each map asking
for exemption was contributing toward the
support of the dependents.
