The first visit was made to Robert Hicks, chief of the newly organized Street Clean ing Bureau. He was finally persuaded to have files looked Into, and dlsco'-ered a complaint dated July 16. He disclaimed all further connection with the pet folly of Ninth street on the plea that It belonged to the files of the Highway Bureau. The second visit was made to John Nee son, chief of the division of bridges and sewers of the Highway Bureau, who was kind enough to look through endless flies. but could find no record of objections to the pool, He recommended seeing Charles Vogdes, chief of the second division, with hesdquarterft at Twelfth and Reed streets. The reporter faithfully followed out In structions, and with the co-operation of Mr. Vodges discovered two Ninth and Catharine streets complaints, one dated January 8, the other March 9. These had been turned over to the "Hall." A rush trip back to the "Hall" followed, but no trace of the complaints could be found, Phone calls followed amVth'en the mys tery was partly solved, The complaints hid been given from the Second district to the "Hall" over the phone, and with the exception of one had never been recorded. The recorded one, that of January I, re sulted In the flushing of the sewer, so that the trouble was abated for two days.
