The Government requires that every individual registered for army conscription shall know his serial number
so that when the numbers of men drafted for the first army are announced from Washington each man shall
report promptly to his local board. The Government holds the individual responsible. Ignorance of the serial
number does not excuse him. To help drafted men the Evening Ledger has been publishing maps showing
the boundaries of each conscription division, the numbers of divisions and the location of the complete, ac
curate, serially numbered local board lists in each division. The last group appears above. The first maps
were published Saturday and others appeared each day since that day. The numbers apply to registration dis
tricts, not to police stations.

COAL CAR FAVORITISM
VERDICT IS SUSTAINED
Judgment of $49,710.29 Against
Pennsylvania Railroad
Is Affirmed
The- verdict for 10,710 2D obtained by the
Utilah Pool Company, operator of bitumi
nous mines In Ramcy. Dlgler township,
Clearfield County, against the Pennsylvania
Railroad for coal car discrimination, was
sustained today by the fnlted Slates Cir
cuit Court o Appeals In on opinion by
Judge McPherann.
James II Mind, one of the owners of the
coal co.mp.iny. Is the father of "Rig Jack"
Minds and Cheiter A Minds, the noted Penn
football players Chester Minds, his wife
and two children were recently killed In
a railroad accident
The car discrimination for nhlch the
Bulah Company was awarded damages oc
rurred between Julv 1. 1302, niul June 30.
1507 In baMns Us supply of coal rarrlers
curtailed, while the Rerwlnd-Whltn Coal
Mlnlntr Company and other favored shippers
In tho Clearfield district were lerehlntt their
full nuota, Uio Uulah Companv complained
that It lost considerable profits on coal It
was, unable to ship, and because of Insuffi
cient transportation facilities It was com
pelled to shut down Its mines, with the
concurrent result of Its working force being
dlsorsanli'd
The coal company first carried Its griev
ance to the Interstate Commerce Commis
sion and was awarded $65,183 68 damapes
and reparation When the railroad refuted
to pay the award the roal company was
forced to sue for It In the Federal Court
Here the Pennsylvania Company again re
sisted ths claim, contending that It was
excessive and as being made on a faulty
calculation by tho commission. A ,1ury In
the District Court cut the award to $19.
710 23, and upon being refused a new trial
hy Judge Dickinson the railroad appealed
The Interstate Commoice Commission had
held that the railroad's rulo for distributing
coal cars was unfair and discriminatory,
and further held that under the proper rule
of distribution tho Bulah Company would
have been ablo to ship and market con
siderable more coal than It did
The railroad maintained that the com
mission had not disclosed tho basis on
which the equitable rule rested, but had
merely stated In effect that the coal com
pany could and would have mined and
shipped certain additional tonnage If It
had received its full share of cars This
contention, says Judge McPherson, Is not
correct, as a reading of the commission's
full reports on the subject. will show.
In his opinion Judge McPherson fully
reviews the points raised by tho railroad
and concludes that there Is no Justification
apparent for a reversal of the verdict
Draft Drawing
Set for Tomorrow
Continued from Pate One
tern of the lottery to newspapermen here.
Lest effort be made to switch numbers at
the last moment, the scheme will be kept
secret until lagging districts report to their
State capital1)
The lottery will draft every one of the
9,650 000 men on the registration rolls and
determine the order each must report to hla
local exemption board for physical exam
Inatlon In case a registrant finds his number In
the center or near the bottom of the Hot In
his district. It mean3 he probably will not
have to report for months or until the
second or third levy of drafted men
After the drawing fixes the order of ex
amination, the local boards will start at
the top of their list and summon the first,
second, third, and so on down the list ex
empting those illsquallfied until enough
men are secured to till each quota.
Within a few days o. h hoard will be
notified by the State Go lor of the exact
number of men each district must give to
he army The quota Is based upon the
recent population estimates
By drawing the entire registration list
at one time the War Department expect"
to set at rest the uncertainty of the m I
lions not drawn In the first levy.
The American people will be represented
at the drawing by the members of the Hou
and Senate Military Affairs Commltt..
designated as official witnesses.
Because of the tedious nature of th
drawing and tho necessity for absolute quiet
the spectators nt the historic event will be
limited In addition to the congressional
committees and a few War Department offi
cials, only newspaper correspondents will
witness the lottery.
