NEW YORK, April 7.
Although the action of Congress In juiBSlnB tlio war resolution had been n
foregone conclusion from tho beginning of tlio week, the actual proclamation by
the President and tho Initial steps of tho Government In the nature of direct
antagonism brought tho changed conditions so Intensely before the financial
public that security trading was unsettled today.
There was hesitation on the part of thoso usually to be found on the buying
side because of tho lack of knowlodgo us to what scopo tho financial measures of
the Government muy take, and sotno efforts at conjecturo of tho requirements
which will bo mndo on corporations In tho shape of war taxes Induced consider
able liquidation by thoso who have for a long time been confidently bullish In
their stock market position.
Prices of tho general list an a result ylolJed from 1 to 4 points. Many ot
the specialties sustained greater losses, with Bethlehem Steel "B" and Ohio
Cities Gas showing a desertion from tho market of many of the operators who
had been actlvo In forcing violent advances In those Issues in tho lost few
weeks.
About tho only support that the market received during the two hours of
trading came from covering of somo of tlio largo short nccounts. Buying of
this character was most pronounced In United States Htcel common and in a
number of tho war-order shares, which were In supply of concessions of 3
or 4 points. "
Tho half day's trading, however, did not result in much decreaso in the
short Interest, as fresh lines of shorts were continually put out by many of
the bear traders, who had been fighting tho market steadily tor tho last five
months. Today seemed to furnish them with n new opportunity to make nn
effort to retrieve their losses.
United States Steel common Indicated the general character of the market,
that stock selling down to 3's to 109,4 and quickly recovering about 1 point.
Bethlehem Steel "B," which closed on Thursday nt 13G-i. dropped to 128. In
tho late trading a steadier tone developed nil around the room nnd the mnrket
at the close seemed to be approaching nn adjustment to the newly created
situation.
PRICES ARE GENERALLY AT LOWER
LEVELS ON BROAD STREET CURB
NEW YORK, April 7.
There was a general falling off In the way of prices on the Broad Street
Curb today, with the oil stocks pressed for sales at concessions, nnd mining
stocks were nlso under pressure, with nearly nil of theso issues forced to a lower
level. Merrltt Oil, In which theie were tho heaviest transactions, ranged from
241,4 to 22. Barrett Oil sold at 3 to 2?4, Cosdcn Oil nt 11 to 13?;, Federal at 5
to 6Vi and Osago at 8Ti to 8.
In the mining group, Magma was the weakest feature, dropping from 51
to 47, United Verde sold down from 39 to 38, Butte Copper and Zinc declined
from 10 to 9. Mllford, a newcomer on tho Cuili, on transactions of moro than
10,000 shares dropped from 96 to 90c, but lat?r rallied to 93c. Low prices were
established In the Industrial Issues, Submarine dropping from 22 to 21.
Chevrolet sold down from 116 to 114. Aetna Explosives sold nt 4 to 3i, Ameri
can International Corporation yielded from GO to KO and Car Lights old nt
3VJ to 2?i.
Tho movements on the Curb were naturally Influenced by tho -heaviness of
the tone shown In tho trading 011 the Stock Exchnnge, but tho Curb market was
actually In better control nnd the losses wero confined to an unusually small
range.

strength. An exception was an easier tend

the high level of this movement and good
