Ellis and City Council, recommends univer
sal tiansfcrs and the eetnlillshtncnt of a
new trolley line from Twenty-seventh and
Fcderul streets Ala Park boulevard to
Kr.lRlin avenue and the Atlantic City Itull
rcRd ferry. It also contains suggestions
pronounced necessary for tho safety and
convenience of tho lines' patrons.

"The commission sought an Interview
with the division superintendent of the
Public: Service Hallway Company. Some of
tlisse complaints were presented tu him
ard a number of suggestions wero offered
for Improvements and extension of the
erIce. While many of these may ap
pear to be of minor Importance, In the ag
gregate they have n direct bearing on the
safety and efficiency of assenger transit

standing on the dashboards or hanging on
the platforms are undeniable evidences of
Insufficient service and of violations of the
rules of hygiene and of 'safety first '
"The heterogeneous character of cars:
Cars of all shapes, sizes and designs, sure
to Jolt and make n noise; some arc sup
plied with push buttons by which the pas
senger is to notify the motonnau ; In oth
er) the conductor must bo signaled: some
conductors systematically announce the
streets: others only Indifferently make an
nouncements and others fall to do so at all ;
on some cars the passenger Is let off at tho
rear door; on others he Is ordered to 'leave
fcy tho front door,', and on some he can use
either outlet ; some rare have Illuminated
overhead signs designating the route; oth
er.i have only flat painted signs that at
nlsht can scarcely be read ten feet away.
FAKi: STATIONS
The fake trolley station: At numerous
placet, sometimes between blocks, at other
times nt the crossings of smaller streets,
aie overhead signs, reading "Trolley Sta
tion,' but when the passenger Intends to
al'ght at such n 'station' the motonnau puts
on extra speed, and If tho unwary desires
to board a car there It shoots by to the
nrxt corner and on again without him. un
less he Is a sprinter. A place designated
an a 'trolley station' should be a stopping
place or the sign should come down If only
fcr reasons "of safety.
'Tho unnecessary changing of routes:
"Without any apparent necessity and with
out notice tho scheduled routes are fre
qi enlly changed. Passengers may stand
along Federal street waiting for a car that,
for some unknown reason, changes it route
and goes down Arch, to the chagrin and
arnoyance of would-be patrons, There Is
mi element of danger Introduced by uwltch
ir? cars onto tracks and streets not com
mnly used. The collision on Arch, street,
between a fire truck and a trolley, that
occurred on Friday evening, April it last,
reiulting in the death of one of our city
firemen and the Injury of another. Is di
rectly attributed to such an unannounced
change of route.

'The adherence to schedules- It Is 1m
ip Ttant that the schedules should be sys
tematically carried out, so that passengers
can connect with. Intersecting lines rail
, sv y trains, etc., and the much criticized
running of cars in bunches at Irregular in
trrvals may be eliminated."
Under the caption "Extension of Service"
the leport directs attention to the fact that
certain thickly populated sections of the
Cty are not provided with adequate trolley
ervlce and that on the Fifth and Hroad
way line straphanglng Is already very
xntlceable.
In recommending tno new line to

ing discriminated against. Passengers on
this line are denied passes on the lladdon
Heights and Olnucoster lines and transfers
are lefused passengers on these over the
Fifth street nnd llroachvuy line, yet ate
supplied tu passengers changing thereto
from other lines, fur example, the Haddou
Meld and the Nlxtli and Klglith streets lines.
