The foo.1 crisis was the principal object of leglslntlon when the General Assembly reconvened nnd 1 within thirty minutes the House of Hep- resentatlves did the following: Heard read a message from the Governor asking powei to nppolnt a committee of citizens to Investigate the situation In this State and report to ' the Legislature within fifteen days. Passed a resolution Introduced by Mr. Glass, of Philadelphia, authorizing the Governor to appoint such a com mission. Passed a bill Introduced by Mr. Cox, of Philadelphia, giving the Philadelphia City government the right to buy food at wholesale and sell It to residents. Received a resolution Introduced by Mr. Beyer, of Philadelphia, providing for the establishment of a commission of legislators to Imestleatr-the situa tion and directing the State Public Service Commission to prove charges that the railroads are responsible for the food shortage. Passed a resolution Introduced by Mr. Black, of Harrlsburg, directing the Secretary of Agriculture to report be fore noon, Wednesday, full Information concerning the quantities of food and vegetables now In storage In the State and Information showing wvo Is enjoy ing the benefits of the current high prices. RULES SUSPENDED ' The rules of the House were suspended In the case of the Cox bill, which was reported from the Committee on JueJIclary Local at once and passed on first reading. It will be passed finally on Wednesday nnd not later than March 9 It should be passed by the Senate and be on the Governor's desk, so that by March 15 at the outside the Philadelphia City Councils Bhould have full authority to appropriate money for the pur chase of food to relieve the present situa tion. The bill, after being passed by tho House for the first time, was laid over for second reading tomorrow. When the House met, Mr. Glass. Philadel phia, presented a resolution, which was passed Immediately, empowering the Gov ernor to name a commission, to serve without compensation, "to Investigate and report the cause or causes of the Increase In the cost of foodstuffs and other necessi ties of life." , The commission Is to ne empowered to co operate with similar bodies from other States and to Investigate, through market ing or other facilities, the possibilities of reduction of cost. The commission is given wide powers and may sit In any part of the State, compel attendance of witnesses, pro duction of books nnd papers and certify to the courts the refusal of any person to testify or comply with orders of the com mission. Courts are authorized to commit uch persons to prison for contempt. Another resolution for an Investigation ft the Increased cost of foodstufTs was presented by Mr. Beyer. Philadelphia, which calls for a Joint legislative committee, con sisting of three Senators and four Repre sentatives. This committee Is to make "a full, free and unobstructed, comprehensive and Im partial investigation." and In given broad powers, wnue the Dairy and Food Commis sioner Is to make "careful Inquiry through his office of trie cause of conditions." In so far as the storage and speculative opera tions within the State may or may not affect the price of foodstuffs." He Is to report March 1. The State Public Servlco Commission Is directed to inquire into certain charges that the transportation companies are responsi ble for delaying or falling to promptly transport foodstuffs and to report March 12, with any suggestions. A laige delega tion of Wilmington business men appeared before a Joint meeting of tho Elections and Temperance Committees of the House this morning to protest against tho bill pending In the House providing for a special elec tion. In Wilmington on the liquor license questions. A number of the leading 'mer chants of the city were In the delegation, and they declared that such an election would be an unwarranted expense to the State. The Highway Committee of the House today reported favorably upon the affili ated bills providing for a State Highway Department with power to construct a high way through the State.
