hammer throw Is a discarded event on most
of their programs.
The IntercolleRlate Association In the
Kast probably saw the handwrltlns on the
wall when it adopted a rule governing tho
javelin throw, hut as yet it has not put it

Others who have analyzed tho proposed
agreement declared that tho document
approaches the Taylor plan, brought for
ward Inst year as the fairest contract that
tho romjiiiny and city could sign. Hhould
the cify bear the charges objected to. it
was pointed out. the greater would be the
city's profit. This conclusion was based on
the fact that the P. It. T. earnings are eight
per cent ami that the city guarantees the
company Ave per cent, according to the
proposed contract. This leaves a maVgln of
threo per cent, which tho document pro
poses lo divide on a basis of nlnetv per
cent to the city and ten per cent to the
company. These net earnings would bo In
creased, it was pointed ( f thu expense
of the charges In question Were removed
from the company.
The objection to the proposed agreement

Included In the free transfer system, but
must wait for the action of the Director
of City Transit and the Public Service
Commission to obtain the nbolltlon of ex

proposition at Its next meeting Tuesday.

posed to the city entering Into partnership

not grant free transfers to the entire city,
especially the central district," said Mr.
Cunningham. "1 ami other members do
not propose to stand for the agreement lit
its present form. We, want a system of
universal free transfers that Is universal.
It would be Interesting to learn what per
centage nf transfers are made on cars In
the central section. Such a percentage
would show that the luillc of transfers from

section. This Is the very section where thn
company proposes to withhold free trans

A number of changes In the executive
staff of tho Philadelphia and Heading Italic

company today by Uencral Superintendent
William II. Keffer.
The most Important was the naming of
W. I'. I'Ickert ns superintendent of the
Heading Division, taking tho plaee C V, M.
Faith, or tho Atlantic City Division, who
has been serving hero temporarily since the
elevation of .Mr. Keffer. .Mr. Falck will re
turn to his former post.
.Mr. KcKert Is at present superintendent
of the Wilmington and Columbia Division,
where he will be succeeded by I. T. Tyson,
at present trainmaster nt Port Hichmond.
