)n their efforts to supplant ten member

jucceciled. with the opening of the ntlnuat

Ins today, in having Alexander Lawrence,
it., elected JudRf ot the cledtlon. Mr. !
rence is " of tho progressive element ot
the chamber. He Is a former president ot
the Business Science Club.
The "live wires" wcro also successful In
having a ruling mauo wnereDy an oauois
containing more than eleven voles shall be
thrown out. This ruling virtually eliminates
Voting by proxy, which the "olil guard" Is
eald to tiao largely depended upon for car
rying Us ticket through.
The opening of the polls this morning
marked tho first nnnual election for di
rectors since the removal of tho chamber
from the llourse. Tho headquarters look
on an appearance ot animation and nrtlvlty
almost Immediately. The "live wires" were
early astir and out in force to place their
candidates nn the board.
The election marks tho climax ot a cam
paign unprecedented for activity and de
termination In tho history of the chamber.
Tho "SAve WIW8." led by their "construc

Hy campaign literature, personal letters
and telephonic solicitation nnd by personal
appeal they had succeeded In exciting tho
Interest of a greater number of members
In the election than In any previous con
test. The poll Inst year showed 650 votes
cast. The early Indications today forecast
the depositing of that number ot votes be
fore nonn nnd a number far In excess of
that total beforo Iho close of the polls this
afternoon.

Cumulative voting, by which the votes ot

election. According to tho "live wires" this
plan of uniting tho full strength ot a voter
upon his favorite candidate or candidates
Is being resorted to by their opponents
rather than hy tho progressives who are
living up to their maxim which sets iorth
that "tho way to vote right Is to look right,

conditions for the flrc-nghtlng forco of tho
city has been tlrawn up and will be Intro

of Councils.
Tho ordinance has the approval of 1)1.
rector Wilson, of tho Department ot Public
?,,?,' li "ns Prepared by Chief Engineer
William If. Murphy, of the Uureau ot Klre,
at tho Invitation of the cnmpalgn commit

I. Wnller Thompson, of the Kortv-slxth
Ward, will Introduce the measure toilav ns
the champion of the firemen. Mr. Thompson
has been In cloe communication with Joseph
P. Oartney, chairman of Councils' nuance
Committee, and tho ordinance, coming with
lha approbation of Director Wilson and
Chief .Murphy. Is regarded ns having the
sanction of the city administration. Mr.
Qaffney has frequently expressed himself
as heartily In favor ot tho movement to
obtain more reasonable salaries for the
firemen ns soon as the way Is clear to make
tho necessary appropriation.
A previous ordinance providing additional
funds and men for tho Klro Uureau and
fathered by Mr. Thompson, Introduced last
.September, ha.i been "pigeonholed" In tho
Finance Committee. It Is understood that
the reason for this action was that the
ordinance did not conform In ueitaln details
to tho views of tho Director. To forestall
any possibility of a similar fate for tho
mcasuro bo Is to Introduce today, Mr.
Thompson submitted his ordinance to tho
Director this morning nnd that ofllclal wrote
Into tho bill tho Items calling for tho exact
amount of Increase In salary to ho asKed
