ami a largo part of tho dealings during tho day consisted of efforts to buy back
Blocks which had been sold III tho last half of December at materially lower
prices. Tho caso with which many stocks Hlto United States Steel common
advanced on outside buying mntlo many of the bears nervous nnd tho contldenco
which prevailed In bear circles until tho beginning of tho week disappeared

United States Steel common was tho keynoto to tho entire market. That
stock was persistently bought by many of tho strongest Interests on tho Street
and advanced moro than 2 points, crossing 114 Hi. with tho shorts being allowed
little cluitico to cover nt any tlmo during tho day. Tho nervousness of tho
shorts was most pronounced In eotno of tho specialties, like General Motors.
That stock, which opened at 109, advanced to above 117, and Industrial Alcohol,

This left tho market without tho urgent demand to cover shorts which
was a featuro on tho Stock Exchange, and, as a consequence, movements in tho
outsldo trading woro far narrower tlmij on tho board.
Most importnnco was attached to tho trading in United Slates Hubbcr's
new Ca when Issued. These bonds, nftCr declining from 97 to 9014, rallied to
9CT. Tho two sugar stocks In which trading Htnrted yesterday continued
strong. United Sugar selling at 3'iVi to 355, and Santa Cecilia common nt 25

declaration of a semiannual dividend of
2 V& per cent, placing tho certificates on a
5 per Cent basis, It had been expected
by somo holders that the prlco Would ad
vance with tho opening of tho Kxchnnge.
Instead, tho Btart found tho prlco un
changed from tho closo of yesterday, n
block of BOO coming otlt at 34 Vi. After
that, wllh the exception ot ono rolo of
threo shares, which was made at 3491, tho
prlco held below tho final of yesterday
throughout tho full session. Tho certlll
catcs wero by far tho most nctlvo on tho
list. Tho fact that tho price did not mount
higher On tho dividend declaration was
not surprising to tho rank and lllo of trad
ers, however, ns It wim figured that tho
dividend declaration had been discounted
What tho Street coitld not understand,
however, was why tho prlco Is so low.

persons In the Street who are Interested
In tho company's affairs figured that this
Income yield would not bo in effect long

on that the demand was larger than the

Tho consensus of opinion In tho Street
seems to be that tho plan which was sub
mitted to tho city by tho company with
regard to tho new transit lines will go
through, nnd thoso who nro Interested in tho
property point to this ob another reason
why tho stock should sell higher. Tho com
pany In tho last few years haB spent much
In repairs, the building of now cars and In
equipment, and its present condition Is good.
News that tho Pennsylvania Public Serv
ice Commission had npproved-tho refinanc
ing and merger plan of tho Philadelphia
Klectrlc Company naturally caused somo In
terest to bo t-hown In that stock, hut thero
was very Ilttio chango In price. The com
pany Is now free to go ahead with Its
refinancing plan. Tho plan, which provides
that all ot the properties of tho Philadelphia
Klectrlc Company of Now Jersey bo trans,
ferret! to tho Philadelphia Klectrlc Company
of Pennsylvania, also provides that tho
capital stools of tho latter company bo In
creased from S25.000.000 to SSO.OOO.OOO.
Nothing has yet been said of what will
bo done with the old stock under tho re
financing plan. In somo quarters of tho
Street It Is expected that ono ot tho first
steps will bq tho placing of tho stock on nn
8 per cent dividend basis, against 7 per

fidence over tho outlook for tho offering
of tho proposed new Drltlsh loanof not
more than $300,000,000 at this time he
causo of tho largo number of Inquiries that
have beeii received regarding tho transac
tion. It Is understood that soveral Im
portant nnd nttractlvo features will be In
jected Into the new loan, which It Is be
hoved will render lt a particularly de
slrablo Investment for Individuals as well
ns Institutions.
According to present plans it Is expected
that part of tho lsauo will mature In ono
year, and part In two years, and that It
will bo put out on a basis to yield six per
cent or better, although the Interest rate
carried will probably not be higher than
614 per cent.
It is understood that the notes will bo
convertible Into long term bonds at ma
turity on a basis that will show substan
tial benefits to tho holders.
