amount of the city's bonded Indebtodnesn.
At the same tlmo the move nearly exhausted
tho "city's borrowing capacity for nit but
port and transit Improvements.
It wns generally supposed that all of the
needs of tho city for years .to come had
been cared for In the big loan. That such
was not the caee Is apparent now that Di
rector Datenman, of tho Department of l'ub
Ho Works, finds himself cramped for money
for such Important undertakings as bridge
construction, highway pavlnc, sewer build
ing and street repair work.
Thero Is urgent need for J400.000 or
aSOO.OOO with which to construct the Henry
nvonuo bridge over the Wlssahlckon Creek,
to carry this avenue nnd the new Itoxbor
ough high speed lines to oe constructed
from City HalL.vIa the subway under the
Parkway to Twenty-ninth street, by ele
vated via Twenty-ninth street to Allegheny
avenue nnd over the proposed bridge to Its
terminus In the Twenty-first Ward. Three
years will be required to build this bridge,
and If work la) to be started In tho next
twelve months money must bo provided In a
new loan.
NEEDS OP WATER BUREAU
Perhaps the most Important Improvement
to be considered In connection with n now
Joan program Is the urgent need of the
Water Bureau for J7,000,000 to bo used In
the construction of a main feed lino to
South Philadelphia, the construction of new
nower plants. Increased (liter capacity and
r.ew mains for n number of sections east
of the Schuylkill River. In the event of
any effort being made to have the voters
npproyo a loan In 1917 great emphasis will
bo laid upon tho need for money for the
upbuilding of the clty'a water plant.
Dependent Upon future loan legislation Is
the completion of tho Art Museum, the Con
vention Hall and many other projects for
which enough money has not been provided
In the loans authorized last year.

Old "Doc" Gross Is dead. The veteran
herb and oil doctor, who for years has been
s. familiar figure In almost every city In the
country, took his own life In a hotel nt
Broad and Filbert streets today, when he
realized, the police say, that ho was a han
dicap to his son.
"Doc" was a cripple. Ills full name was
rhlllp It. Gross. He was graduated from
Itush College, Lake Forest. III. Many years
ago he shot himself accidentally and had
to uso crutches. His soil, rteglnalil C. Gross,
has been his father's bosom companion slnca
he was nvo years old. The son now bj
twenty.
Together they toured tho country, mostly
on foot. Father and pon were Inseparable
The two differed in opinion on this point
alone: "Doc," putting aeide his own feelings,
wanted tho son to make a future for him
self The sun refused to leao the father.
After brooding over Ills son's .future.
"Doc" decided tp commit sulcldjj, the police
say. Father and son slept together In the
hotel last nlsht. Shortly befnra 8 o'clock
this morning the doctor roused tho son and
aid : .
"Sonny (he always called him Sonny),
go out nnd get me a pitcher of Ice water."
When the eon returned the cripple was
lying face downward on the bed. Death
was almost Inetantaneous. Beside him wan
a half-filled poison vial which, like the Han
Jilbal of old, he had carried for years.
The son Is verging on collapse. Uefwept
plteously as he told how his father had car
ried the poison with him so he would not
have to suffer much in case he was injured
In a wreck. I ver since his, shooting 'acci
dent he dreaded pain,
"Doc" Is said to have come from a
wealthy family, He ran away from home
when a lad and was too proud to return.
He made his headquarters In Chicago. He
knew all about herbs and oils, and Is cred
ited with baling saved many lives.
The body will ba sent to Ausiirn, N, T.,

Policeman Lyford, of the Fourth street
and Snyder avenue station, discovered the
fire and broke a window, arousing Brown,
wbo led his wife to safety. On reaching the
street he went back to get his children, who
were trapped by flames, and crept along the
narrow cornice of the house to rescue them.

caused the sudden death of Ueorgo H. Hill
meycr, slxty-flvo years old, one of the
pioneer car builders of this city. He was
president of the Blllmeyer & Small Com
pany, Which was founded by his father,
I'hailcs M. Blllmeyer, This company, It Is
said, built tho first railroad cars used in
Japan. Mr. Blllmeyer wns a director of the
York Hospital and vice president of tho York
Water Company. Ho was n graduate of
Princeton, of the class of 1871.

city health Inspector for severnl years. Ho
was twice married, and his widow, a son
and two dnughtcrs survive lilni.

BEADING, Pa., Jan. 16. Thomas D.
Bausher, seventy years old, well-known
Beading Inventor, nnd one of tho city's
pioneer manufacturers, died today of gen
eral debility. He was active In Bepubllcan
politics nnd was a member of tho old Select
Council.
