months. Tho tono was easy, with prices
down 3 lo 0 points.
A prominent commlsaiou house was tho
leading seller, but other commission houses
were moderate buyers. A supply en mo from
Wall street, and Liverpool sold March and
.May, but purchased July and October.
Itoom operators were moderate purchasers.
Tho market declined soma 20 to 2C points
before the break wan checkod by demand
trom spot firms, shorta nnd soveral of tho
old bulls. Western and Wall street Inter
tits wero leading sellers during the tlrst
hour, the total offerings from theso sources
belnir estimated at from 40,000 to 110,000
bales In tho first hour.
A rally In tho second hour carrlod prices
to within 3 to 4 points of Friday's close. At
this level active renewal of Wall street
and wlro houso selling decloped and prices
again liroko sharply.
A fcaturo of th trading was tho soiling
of 20,000 bales of May In tho ilnal flvo min
utes of tho session, tho operation represent
ing the liquidation of a long lino, accord
ing to gossip.
Tho clono was unsettled, at a net decllno
or 31 to 40 points.
Karly southorn dispatches reflected no
chsngo In spot conditions.
Although temperatures wero higher In
most sections of the Houth this morning,
,kng frosts were reported from the south
ern portions of Texas, Louisiana, Alabama,
Georgia and Florida.
Tho receipts at the ports for the day
were estimated at 25,000 bales, against 34,
374 bales last week and 29,(104 bales last
year.

Whatever the outcome of today's concilia
tion coiifurenco between committees of llio
manufacturers and publishers toward re
lieving the print paper shortage, tho Fed
eral Trade Commission will continue Its In
vestigation to a decision, Davles stutrd
Proposals for n pro rata distribution of
tho 1917 news print paper supply to Insiiio
publishers, particularly rural neuapupers,
against closing down for lack of paper, wero
considered at a Joint conference this after
noon In executive session.
A proposal by the .States Consolidated
rresa Associations provided distribution of
tho 1917 supply bused 011 1915 purchases.
Papers already under contract for 1917 are
to bo given tlio option or abrogating tliese
contracts or participating In this pro rutu
distribution.
"Reasonableness of prices" will bo de
termined by tho Federal Trade Commis
sion "quality" to be "not below that of
November, 1915."
Evidence tending to support charges of
Illegal discrimination against publishers
who have protested against "ruinous
prlpes" were, laid lefor the commission by
F. a, CI lues, of Alabama, president of the
American Newspaper Publishers' Associa
tion. a Lass read a telegram from u, publisher
who said that he had received on the same
dny telegrams from two branch ottlces of
a large news print payor manufacturer.

paper he desired for (3.10 per hundred
pounds; tho other said the company was
unabfe to furnish any paper until June of

York, secretary of the National Paper
