"In View of the development of sub
murine nttrlics.tlon and by reason of iictii
which In the present circumstances may be
unfortunately expected from enemy nub-marine-,
the Allied Governments consider It
Mewmry, In order not only to safeguard
the) belligerent lights and liberty of com
mercial navltrallon, but to avoid risks of
dispute, to unco neutral froveromenta to
take effective measures. It they Imve not
already dono so, with a view of preventing
belligerent submarine vessels, whatever tha
purpose to which they are put, from making
use of neutral waters, roadsteads' and
ports.
NOVEL- CONDITIONS
"In tho case of submarine vessels, tha
application of tho principles of the laws of
nations Is affected by special and novel
conditional First, by tho fact that theso
vessels can navigate and remain nt sea sub
merged and can thus escape all control nnd
observation; BffonJ, by the fact that It Is
Impossible to Identify them and establish
their national character, whether neutral
or belligerent, combatant or noncombatant,
and to remove the capacity for harm In
herent In the nature of such vessels.
"It may further he said that any place
which provides a submarine warship far
from Its base with nn opportunity for rest
and replenishment of Its supplies thereby
furnishes such addition to Its powers that
the placo becomes In fact, through the ad
vantages which It gives, a base of navat
operations.
WANT BENEFITS DENIED.
"In view of the stato of affairs thus ex
isting, the allied Governments are of tho
opinion that submarine vessels should be
excluded from the benefit of the rules hith
erto recognised by the laws of nations re
garding tho admission of vessels of war or
merchant vessels Into neutral waters, road
steads or ports and their sojourn In them.
Any belligerent submarine entering a neu
tral port should bo detained there.
"The allied Governments take this op
portunity to point out to the neutral Towers
the grave .danger incurred by neutral sub
marines In tha navigation of regions fre
quented by belligerent submarines."
Joseph Straubmullcr
Grief over the deuth of his wlfo, Mary
Straubmullcr, who died two weeks ago, Is
believed to have hastened the death of
Joseph (Jtraubmuller, head of the Joseph
Straubmuller & Son Ilrewlng Company, who
died after a short illness at his homo, 2168
East York street, early yesterday morning.
Funeral services win be held at Z o clock
Thursday afternoon, the Itev. John Schu
gard, pastor of tho St. Michael's Evangelical
Lutheran Church, officiating, Interment
will be made In Northwopd Cemetery,
Mr, Straubmullcr, who started the first
brewery In Kensington In 1881, was born In
Germany sixty-seven years ago nnd came
to this country when a boy. A saloon
That he. conducted at York street and Tren
ton avenue was so successful that It led to
his embarking In the manufacture of beer.
Its was a member of Humboldt Lodge,
F. and A. M., and Kensington Commandery,
Knights Templar. Ho Is survived by his
eon, George Straubmtiller,
Mrs. Mary A. Coxcy
Mrs. Mary A. Coxey, widow of William
J. Coxey, died Sunday at her home, 60S
Linden street, Camden, after n long Illness.
She was eighty-one years old and lived In
Camden for more than forty-three years.
She Is survived by a son.

WASHINGTON, Oct. 10.
For Eastern Pennsylvania: Fair and
continued cool tonight and Wednesday;
heavy frost tonight; gentle to moderate
north winds.
A large area of high barometric pressure
Is central over Iowa this morning and over
spreads the whole country except Florida
and the Far Southwest. Under Its Influence
the temperatures have fallen throughout
the eastern Half of the country, the change
being greatest In the Ohio Valley nnd the
Middle and North Atlantic! States, llalns
accompanied the cooling over Irregular
areas, covering about two-thirds of Its ter
ritory. There was only a sprinkle In Phil
adelphia yesterday afternoon, although
rains covered nearly the whole State of
Pennsylvania.

Mrs. Harlan met with an accident in July
nt her summer home In Murray Hay.
Canada. Her hip was broken and she never
recovered from tho Injury.

seph Sturgrs, seventy-three years old, a
retired civil engineer, died last night at
the Mnsonlo Home, llroad nnd Ontario
streets. He was born In Cecil County, Md.,
and entered the home some time ago. Ho
was a member of Melita Idge, 295. Fun
eral services will be held tomorrow nt the
homo.
Wife of Judge Drown Dies
Mrs. Susanna, Hemphill Drown, wife of
President Judge Chsrles U Drown, of the
Municipal Court, died yesterday at their
home, 1428 Mount Vernon street She was
a daughter of the late Charles It. Hemphill.
The funeral will tnko place Thursday after
noon at 2 o'clock.

KLIZADITTH. N. J., Oct 10. Stricken
with apoplexy while on his way to New
York In his nutomnblte, Sunday, Uw
rencn A. Dempsey, fifty years old, of Chel
tenham, Pa., died yesterday In St lCllzn
bcth's Hospital hero. Mr Dempsey, who
was accompanied by his wife, had planned
to pass the week with friends In New
York, He was engaged In the towing and
transportation business In Philadelphia.
