Buying orders improved wheat. Cotton steady. Foreign exchange business
moderate. New York bank statement showed xncrease in average and actual
loans, while surplus fell in both statements. Bank clearings of country
for week gained twehtihsix per cent over last year. Price of bar silver
lower. Reading, Norfolk ana Western, Jersey Central and Chesapeake and
Ohio issued good earnings statements for August.

banking Interests, which has bocn looking for an Incentive on 'which to force
.prices of stocks to lower levels mid cause a further shake-out outside speculative
lines. This incentive was found this morning In tho manner In which tho pro
posed change In tho German submarlno policy was featured in tho morning
'Papers.
Before the opening the Street was full of all kinds of surmises as to what
will bo tho result of a change in this policy, and fears of renewed troublo becauso
of possible submarine attacks wore quickly conjured up. Tho commission houses
seemed to be willing to spread tho alarm over wires and by bulletins, and this
Induced a flood of selling orders all through the early trading, causing declines in
that period ranging from 1 td nbout 5 points.
Later denials by German diplomats that the undersea boats had been tho
cause of the sinking of vcssols whose cases have been under consideration by our
Btato Department cleared away most of these -vaguo fears and recoveries were In
order, but the market situation had been too unsettled by tho selling wave at tho
start to" recover its tono easily and at the fend it the two hours of trading tho
majority of issues wero substantially below yesterday's final prices.
For a time tho selling -was heaviest In United Htaics Steel common, which
dropped 3 points to 11GU. Republic Iron and Steel dropped 5 points to 77,
with this movement helped along by prcssuro from inside sources,; and many of
the other minor steel Industrials sustained losses of around 3 points.
The railroad list was weak in tho early trading, with Union Pacific dropping
2 points to H9'4, but it recovered nearly all this toss before the close. Then
strength developed in many other lsstics, with Lehigh Valley becoming tho most
prominent feature and advancing to abovo 85.
Moat interest was attached, however, to tho continued accumulation of Nor
folk and Western, which rose more than 2 points to above 137. Important inter
ests in Wall street regard this stock as having been established In tho class with
I-acka, wanna as an Investment and a property whoso prospect Is all for continued
substantial improvement and very llttlo of It is for sale, even at advance prices.
Third .avenue was specially influonced by tho recently published statement,
which, according to some Interests, makes tho dividend outlook of the company
uncertain. The copper stocks declined fractionally and tho motor stocks as a
group also were established at a moderately lower level.

NEW YORK. Sept 30. In view of dis
appointing cables, the cotton market this
morning showed a very steady tone. May
at tho start was 2 points higher and the
other active options wero 2 to 4 points
lower. Spot houses were buyers, but tho
largest purchases wero made for Wall
street account, with commission houses also
taking limited quantities.
Itoom traders were the principal sellers,
two prominent Interests disposing of 10,000
bales of January and May. There was con
siderable evening up apparent pending the
Government reports on Monday.
After the call the demand Increased to a
large extent, and as the supply had been
virtually all taken earlier the market rose
about C points by the end of tho first 10
minutes.
Temperatures were JowerMn tho South
tuid light frost was reported from Little
Hock. It was tho opinion, however, that no
great frost damage would be experienced,
as the Indications were the temperature
"would move upward In the next day or two.
Declines of 7 points wero reported from
Liverpool, whereas prices wero duo to come
JA .point lower to 2 higher. Private ca-
bles stated that tho demand abroad was
;not sufficient to offset the hedge sales.
The market sold up to a net advance of
3 to 7 points by the end of the first hour
on demand from Hhorts, spot firm and
Southern mill Interests. New Orleans was
i eelier. Several of the spot houses sold
March against their January purchases.
The absence of reports of any serious
licit damage probably restricted demand to
"cemo extent. One dispatch mentioned kill
', lnjr frosts at points In Oklahoma and
, 'Arkansas.

the tono of the wheat market this morn

1.64 U, yesterday's last price; December
ranged from $1.65 to 1.6H Ht tho start,
compared with $1.64 54 at tho clone yester
day, and rose to $1.564: May started at
$1.51 to $1.64, against $1.63 at the
end Friday, and rose to $1.6554. There
wero somo recessions from the top.
The decline hero yesterday was offset
nt Liverpool by reduced supplies nnd the
undertone there was steady. Kxport offers
In tho United Kingdom were scarce, but
shipments from America for the week were
expected to be heavier. India is forward
ing moro freely nnd some gain In this
quantity of passage Is looked for.
Slocks In the United Kingdom nro mod
crnto and on tho Continent light for this
time of year nnd the opinion la ex
pressed that tho building up of reserves
nbroad will be difficult. Australia cleared
about 650,000 bushels during the week,
There was no Improvement In the weather
In Argentina, where It was hot without
rain, and prospects for wheat In the north
remained unfavorable. Advices from India
regarding tho weather wire better, and
somo early seeding Is under way there.
The receipts nt Minneapolis and Duluth
today wero 643 cars, compared with 1458
cars last year; at Winnipeg, 840 cars,
against 1718 cars a year ago; at Chicago,
122 cars, contrasted with 103 cars last
year.

Two of Three Claims
WILMINOTON, Del., Sept. 30. In the
United Htates District Court, Judge Drad.
ford filed an opinion in the case of, the
Mineral Separation Company. Ltd,, a cor
poration of Great Britain, vs. Miami Cop
per Company, a Delaware corporation en
gaged In mining at Miami, Arlsona. This
l a suit brought for alleged infringement
at three United States letters patent for
processes relating tq ore separation.
Three claims of patent number 838,120
were In suit and of these two were uns
tained by the court and held to be Infringed
by the defendant, while the third was held
to. be Invalid as being too broad,

steady and unchanged today, with No. 1 Chi
cago quoted nt 14s 2d; No, 2 hard winter
13s lid; No. 2 western winter, 13s 9d;No. 1
Northern Manitoba, Us 7d; No, 2 Northern
Manitoba, 14s 4d; No. 3 Northern Manitoba,
14s 3d; choice kurrachl, 14s 6d. Corn was
steady, with American mixed 54d up, at
10s 104d: white Plato was unchanged at
10s id. Flour was unchanged at 60s Cd.

Trading In stocks on the Philadelphia
Slock ISxchango took a big leap forwnrd
during September, tho transactions for tho
month being exceeded only once before this
year, nnd -that was In February. For Sep
tember tho total sales were 540,002 shares.
This compares with 230,965 In August, or
nn Increase of 134 per cent. This year's
total Is only a little moro than half of
what was dono In September of last year,
when tho steel deals wero on.
Bond trading, on tho other hand, showed
n falling oft as compared with August,
the total sales for September being $1,181,
016, a decrease of $252,184 from the AuguAt
transactions. The September total, how
ever, was above tho corresponding month
of last year.

Local Stock Market
Another week of activity featured the
steel market, with buying on a large evata
nnd no signs of an nbntetnent In the de
mand. Some advances In prices were an
nounced, sheets being put up 10 points nt
Pittsburgh nnd benmn at tho same steel
center advanced 16 points. Further up
turns In other products aro being looked
for, and may be announced shortly, ac
cording to tho opinion of the best-Informed
steel authorities. The advance In prices
was forecast In this column last week.
Probably tho largest buying of any of
tho articles which have not been put up
recently Is In wire products. The demand
In large and some railroads have been un
able to place contracts with the makers,
somo stating that they nre booked loo far
nhead to take caro of the deliveries re
quired on tho business, whlls others, main
ly tho smaller manufacturers, hnvo refused
tho orders, apparently In the belief that ad
vances will be made within tho next week
or so.
At present a condition prevails In the
steel market which has not been experienced
heretofore that Is. the difficulty of placing
orders by consumers. The makers of tunny
products nre booked so far Into tho new
year that they fear their books villi become
topheavy with orders and, therefore, they
have turned down Innulrlcs by the whole
sale. One Independent steel company offi
cial states that bin organization in tho lad
two months has turned down probably more
business than It booked In some of the dull
years of Its existence.
