MARKET TONE IS CONFUSING BECAUSE
OF FREQUENT ADVANCES AND DECLINES
New High Records Are Again in Order, However.
Vigorous Buying Movement in Steel Common
in Late Afternoon
High Points in Today's Financial News
Trading in stock, market confused throughout day, because of frequent
strength and reactions, although some new high records were made. Wheat
firm. Prices of cotton loiver. Foreign exchange business moderate. Money
rates unchanged. Steel and iron prices advanced. Hank of France pained
gid and Bank of England lost. tAnd Air Products declared SS per cent stock
dividend. Price of bar silver lower in New York and London.

Th6 stock market all through the day was what tho Street calls "spotty."
There- were displays of strength In many Issues, with new high records again In
order, but In tho leading- stocks advances wero followed by reactions so frequently
as to make the market tone confused and caused a good deal of uncertainty about
th general speculative position. At tho same tlmo It was evident that tho only
supply of stocks was that furnished by the trading clement on tho floor.
In the afternoon thero was a vigorous buying movement in United States
Steel common, with a few firms buying about 75,000 shares and forcing the price
up to abovo 118. The selling on this movement was almost wholly by the
prominent room traders, who sold tho stock In E000-Hhn.ro lots.
Attention was attracted again to Ropubllc Iron and Steel, which made a
gain of 4 points, crossing 78 In tho Into trading, and making a new high record.
Texas Company roso moro than 8 points td abovo 224, recovering all tho loss
sustained after the announcement of the subscription rights a couple of days ago.
Speculators In stockB of copper-producing companies had another disappoint
ment In the declaratldn of tho regular dividend on Inspiration Copper, and that
stock, which had sold abovo 69 In tho forenoon, dropped to below 68.
Pool activities were noted In soma of tho minor Industrials, Including Amer
ican Can, which rdse moro than 2 points; Colorado Fuel and Great Northern, Oro.
Tho railway stocks fluctuated within a narrow range, buying of theso Issues
diminishing after tho show of strength yesterday.
Advances In Iron and Steel Prices
NBW YORK, Sept. SS. This week's Iron Ago gives the following advances In
prices: Pig iron, per gros3 ton, basic Valley furnaco, 7Sc to f 19; Bessemer, Pitts
burgh, 75c to 122.95, and Gray forge, Pittsburgh, SSc to $13.20. Beams and sheets,
per pound to largo buyers, eta, Pittsburgh, 15 points to 2.75c; black sheets,
No. 28, Pittsburgh. 10 points to 3c, and galvanized sheets, No. 2S, Pittsburgh, 10
points to 4.25c Old material, per gross ton, heavy steel scrap, Pittsburgh, 26c to

NEW YOItK, Sept. 28. There was an
other fcrnall market at the opening of the
Cotton Exchange this morning. June
started unchanged, October was down 14
points, and other options showed losses of
2 to 4 points.
The tons was barely steady. Hedge Bell
ing was larger than recently and spot
houses also sold. There was some liquida
tion in October, but this did not affect the
other positions.
Buying was scattered and without special
significance.
Rains were reported In the central por
tions of the belt. Temperatures continued
about unchanged, but Indications pointed
to colder weather coming.
Tbe market was quiet during the noon
hour and fluctuations were narrow, with
prices holding fairly steady around last
night's closing.
The National dinners' Association esti
mates the condition of the cotton crop at
69.8 per cent, and .he ginning prior to
September 25 at from 4,290,000 bales to
4.390,000 bales.

CHICAGO, Sept. 28. Buylno; of an ex
cellent character strengthened the wheat
rrmrket today after a lower start. At the
outset there was free soiling- by traders aa
well as liquidation for foreign account on
the belief that Oreeco would enter the war
on the side of the Allies.
This action was tho result of fears that
tho steps to be taken by tho Hellenic nation
would have the samo effect on values as
did tho'bcRlnnlnK of hostilities by l.utnanla
against the Teutons, when nn enormous
wave of selling caused a crash In prices.
The purchasing power today, however,
wbb more than sufficient to take caro of the
sales.
Crop accounts from Argentina were not
favorable, although Broomhall had advices
that caused some pressure at Liverpool, lie
asserted that the prospects were for a
heavy yield In the North, with a few ex
ceptions, nnd that tho outlook In the South
and "Wost was magnificent, although rain
was wanted.
The English market also was affected
by the political outlook. Exports from
Argentina for the week were estimated at
800,000 bushels, against 1,072,000 bushels
last week.
The tone here was helped by reports that
foreigners were repurchasing, buying by
shorts, lack of moisture In Argentina and
a good demand from millers.

000 to banks yesterday, making a cash net
loss since Friday of $8,398,000.
The report of the Penn Public Service
Company, Johnstown, Pa., for the twelve
months ending August 31, 1916, shows rev
enues of $487,525, an Increase over last year
of $116,052, or thirty-one per cent; ex
penses, $191,757, an Increase of $38,612,
or twenty-five per cent, and surplus over
charges, $107,594, an increase of $23,821, or
twenty-eight per cent.
Further changes In the Fourth Street
National Bank directorate, to comply with
the Clayton act. Include the retirement of
Samuel Bell, Jr., vice president of the
Eighth National Bank, and the election to
the board to All vacancies of Arthur E.

disclosed little of Interest and business was
on a very mbderate scale. Quotations were

cables and 70 15-16 for checks.

The Baltimore and Ohio nnllroad's earn
ings continue to show Incrcnscs as com
pared with last year. For flie month of
August the company showed net earnings
of $3,268,154, a gain of 1126,363, dcsplto a
heavy Increase In operating expenses, they
shqwlng a gain of $1,327,728 for the month
to 37,282,075. The gross earnings were
310.650,229. This Is a gain of 31,201,372
when comparison is made with last year.
The showing for the first two months of
the fiscal year, July and August, was not
as good no last year, however. While the
gToss earnings for tho two months gained
$2,681,632 to $20,704,142, the total operating
expenses were brought up to $14,348,038, a
gain of $2,800,748. This resulted In net
earnings of $6,355,204, and when this Is
compared with 1915 a falling oft of $116,.

NEW YORK, Sept. 28. The market on
the Broad Street Curb Included substan
tial gains In a number of Issues and the
tone of that market was generally strong.
The heaviest trading was in Zinc Con
centrating, which on aggressive buying roso
to 5, with the movement based chiefly on
knowledge of Important new contracts
made by tho company. Many of tho mu
nition stocks were also active aiL strong,
with Poole Engineering moving Tip from
100 to 110 and Aetna Explosives advancing
from 12 U to 12 H.
Submarine Boat was unusually prominent,
advancing from 40'i to 41V4.
Tho motor stocks as a group -were also
strong, with General Motors' now stock
traded In at 155 to 167 and Chevrolet ad
vancing from 205 to 207. Itepubllc sold at
76 to 76.
Standard Oil Issues continued tho vigor
ous upward movement, with many of these
stocks making gains or over 10 points. The
Independent oil stocks were also strong.
with Sinclair advancing from 43 to 46U.
Texas Company rights were traded In at
21 to 23.
Tho new city of Paris loan was quoted
at 97 bid.

Paris Borrows Monoy In New York
NBW YORK. Sept 28. Paris Is bor
rowing money for the flret time .out of
France. A 860,000.000 loan has been ar
ranged for the city here through Kulin,
Loeb & Co.. it was announced today. The
loan will take the form of live-year six per
cent bonds. Paris will use the funds to in
crease hospital facilities, build orphan
asylums, care for widows of soldiers and
to support the unemployed.
