It Is planned to pay this Immense sum from
tho revenuo of the railway, as was done
in lt07 when the Heading built Its present
elevated structure. The year 1807 was a
panicky year and so wati tho year following,
but In both the Heading nmaxed the finan
cial world hy expending huge sums from
Its revenue In building Its elevated struc
ture through the heart ot the city.
Hut the electrification ot suburban lines
la only one of Mr. Dice's plans for Im
proving the railway, Ills great ambition
Is to make the heading system the "best
I passenger system In the United States."
NEW SPIIIIT IN SYSTEM
Although raised In that railroad school
at which the conservative, "dlvlne-rlght"
liner was, perhaps, the best exemplar, Mr.
Dice caught tht new, progressive note In
railroading even before he ascended to the
presidency. His associates say that for
several years he has secretly disapproved
ot any policy designed to keep the public In
the dark concerning operations which wero
really of great public Interest. Evidence rf
this attitude was produced one tlmo when
a newspaper reporter'called to Inquire about
certain facts connected with the operation
of the road. Mr. Dice talked with the re
porter for a half hour, and when tho news
paper man left Mr, Dice observed:
"I am convinced that wo should meet the
public half way. We should be frank with
the newspapers. In these progressive days
w should not shun tho public, but should
co-operate with It In every way possible."
Moon after Mr. Dice became president ot
the Heading, his personality began to be
felt In every part of the system. Every
body from trackman to division superin
tendent felt the stimulus of his seomlngly
Inexhnustlble energy and tine optimism.
There was a new note In the conduct of
affairs, nig things loomed ahead and every
employe felt glad that n big, progressive
personality was at tho helm. This spirit
ot progress Is n feature of the Heading
organisation today.
It Is said on excellent authority that Mr.
Dice has regretted that tho Heading fol
lowed the lead of the Pennsylvania Hall
road In raising the fares of commuters.
Ills railroad has suffered more from this
Increase than has tho Pennsylvania, for
only about fourteen per cent, of the Penn
sylvania's business was In the commuter
class, while that ot the Reading was about
fifty-seven per cent
Since tho Increase went tlnto effect the
Heading has lost a great deal ot suburban
passcnegr business. Commuters have
abandoned trains for trolleys and the Read
ing has been obliged to take oft many cars
and run smaller trains.
"This Is a great loss to us," said an offi
cial of tho road. "Whero before we had
trains of eight or ten cars we now have
three nnd four. It Is almost as cheap for
us to pull ten cars as It Is four. Tho Head
ing will bo glad to see tho old rates come
back. We have found that the high rates
have , discouraged living In the suburbs.
Hundreds of families have moved Into tho
city. It Is vital to the business of the
railroads that these suburbs flourish."
If President Dice recovers from his Ill
ness, It Is certain that construction of the
electrical equipment will Btart as soon as
the labor and equipment market permits.
FUNERAL OF FATHER MORAN
Services for Former Villonovn College
Ofllclal Held at St Thomas's
Catholic clergy of high degree attended
the funeral this morning of tho Rev. Jo
seph A. Moran, O. S, A., former vice presi
dent of Vlllanova College. The services
were hald nt St. Thomas's Church, Villa
nova. Dlvlno office was recited at 9:30 nnd
solemn requiem mass celebrated at 10
o'clock.
Father Moran "was born In Washington
In 186S, and, after working on several news
papers, Joined the faculty of Jefferson Col
lege, Louisiana. He Joined the Auguntlnlati
order In 1107, being ordained In 1S0S. Ills
services an vice president of Vlllanova ex
tended from 1906 to 190S. He died on Mon
day at tho monastery adjoining the college.
Interment was made In the graveyard ot
the order on the monastery grounds.
