Stock ttorhtt again strong and active, with many new high records.
General Meters reached highest point at which any stock has evef sold on
New York Stock Exchange, with oneexecption, that being Northern Pacific,
t 1000, en May 9, 1901. Cotton advanced. Wheat started weak, rallied
and declined again. French exchange strong and German weak in foreign
exchange market. Money rates unchanged. Two million five hundred thou
sand more in gold qrrives in New York from Canada. Shortage of HfiSl
ears on rdilroads in United States and Canada. Price of bar silver lower
m New York and London. Washington Oil resumed dividends. Shattuck
Arieona declared extra dividend.

Wall street's opinion of the Maine election yesterday waa very well ohown In
hhe way tho stock market nctca today. With the start of trcdlnc, tlio Street
Md the election results as an incentive for a Kcncral buying movement, ana
jtfc business; during the first hour was at tlio rato of more than 2,000,000 for a.
Xil five-hour session. -
Many stocks made new high records during the day, two of tlio -most lm
Ipoftant being United States Stool common and General Motors. Tho former sold
'up to 1054. whllo the latter soared to 642, an advance of 0! points over tho closo
ct yesterday,, Tho latter. In addition to making tho new hlfili record, earned tlio
distinction of belnc tho onty stock that has sold that high, with the exception of
.Korthern Pacific, which roached 1000 a share on May 9, 1909. As General Motors
oared upward traders began to see visions of another boom like tho Northern
Pacific, which developed Into a corner.
As was to be expected, tho market was called upon during tho day to stand
ft great deal of realizing:, and this at times was on an enormous scale. At all
times, however, there was a good underlying demand and stocks were taken up
by other traders as soon as they were offered. This demand was steady through
'yit tho day, but In the late afternoon tho market seemed to feel the effects of the
heavy unloading by. tho bull operators and prices receded from tho best of tho
morning,
Heaviest realizing was In United Slates Stoel common and tho remainder of
the market, for a time, was Indifferent to this selling nnd many new high records
were made, with violent advances In some of tho specialties. Gains of 3 to C
'points were numerous.
f Marino preferred, after an early advance to above 124, dropped to 121 VI, with
tho sellers talking about tho published statements to the effect that Germany
J .Will put a new submarine policy Into effect on October 1. The minor steel indus
trials, as a group, wero active, with Republic Iron and Steel attracting most nttonT

bo little cotton for sale tills morning and
prospective buyers were forced to raise
their bids' on the call on the Cotton Ex
change, with the reiult that the opening
tone was firm with prices S to 11 points
net higher. Spot houses were buyers and
Wall street and commission houses also I
liad orders to purchase. Some of the most
prominent room traders bought.
Reports from New Orleans, that some of
the map readers there were predicting
frosts in northwest Texas tonight, served to
rally tho market toward tho middle of the
morning. The early athanci of some 40 to
45 points from yesterday's low lovel had
attracted considerable realizing, but gelling
was -checked by the weather uncertainties
and tho market rallied back to abou.t the
high point of the morning.

liquidation became more extensive because
of the holiday hero tomorrow, Primary Day.
Outside support wns lacking.
The bearing of liberation or Ttusslan
grain was discussed, tho opening of the
Dardanelles being one of the most Impor
tant factors nt present.
There Is. however, a great deal to be ac
complished before navigation through the
Strait can bo resumed.
Liverpool viewed with some npprchen
ston the decrease so early In tho season In
supplies In the United States and the
Dominion. At one time buying for foreign
account, covering by room traders nnd
smaller arrivals at points In the Interior
helped the tone. Demand for tho cash
article was declared to bo slow.
The visible supply In tho United States,
nccordlng to Uradstreet', Is (6,417,000
bushels, nn Increase of 723,000 bushels for
tho week and compares with 13,820,000
bushels last year; In Canada It Is 23,04!,
000 bushels, a decrcaso of 833,000 bushels
for the week, and compares with C, 809,000
bushels a year ago; In Kuropc, continental
stocks omitted. It is 7C.700.000 bushels, nn
Incrcaso of 1,000,000 bushels for tho week
nnd compares with 39,800,000 bushels last
year. The total American nnd European
supply Is 105,220,000 bushels, an Increase
of 890,000 bushels for the week and con
trasts witl459,489,O0O bushels a year ago.

Shortage of Idle Cars
The American Railway Association re
ports thaT on September 1 there was net
shortage of Idle cars on lines of the United
States and Canada of 14,281, compared with
a net surplus' of 9762 on August 1, a change
of 24,043. On September 1 there was a
net shortage of boxcars of 14,622, against
a net shortage of 7777 the month previous.
The net coalcar shortage on September 1
was 10,821, compared with a net surplus
of 1024, while the net surplus of flat cars
stood at 128, compared with 33C.

Tha first direct reasons for the refusal
of the Pennsylvania rubllo Scrrloa Com

used conduits of the Keystone Telephone
Company to the Philadelphia Electric Com
pany, the declalon of which was announced
on last Friday, were learned by the nnan
clat district today, when a statement Bet
ting forth the majority opinion of the com
mission was Issued by Commissioner Wl-
Ham A. Magee. , .
In his statement Commissioner Mace
said:
"The contract la too highly speculative
to meet tho commendation of the com
mission, nnd In disapproving of It we
specifically disclaim any guardianship over
tho ablo management of the corporations
which are parties to It s
"Our concern la solely with the Inter
ests of the public, patrons of the Philadel
phia Electrlo Company. Under the con
tract a large part of the gross revenues
of that company, paid to It by consumers
of electrlo current, would bo paid to the
stockholders of the Keystone Telephone
Company.
There may never be a elnglo foot of
tho conduits used, but nevertheless there
