A f M n tm&'W ELIMINATE WASTE OF WATER BY NEW SERVICE METHODS Chf Davis Urges Change in Furnishing of Supply for Street Gleaning and Similar Purpose's WOULD REMEDY DEFECTS Now methods tor supplying water for street cleaning And for other purposes of similar nature were advocated by Chief Cfttlcton R Davis, of the. llureau of Water, today. The plan would give additional com fort to many Phlladelphthns. Chief Davis said j would remedy many defects In the service and at the same Time leave the lire hydrants which are of the utmoal linnoi- tance for the preservation of the city free and In perfect condition ready to cope with an emergency. The city has used more water this sum mer than ever before In lis history. Chief Davis explained. "Al least alt records were broken on August 24 last," ha said, "when nearly 352,000,000 gallons were tillered at Jhe city plants In one day. It Is the largest amount on record In the bureau file;" This Immense volume of water, In the opinion of the Chief, prophesies, no doubt, that "the worst Is yet to come"; and re gardless of the Important problem of waste and a new Altering plant which are con fronting the bureau, other measures are needed to effect a real solution to the water problem, one which would serve the best Interests of both fclty and citizens alike. WASH PEGS NEAIt FinXl HYDIUNTS Chief Davis's plan, which he says would not entail any great expenditure pf money, calls for the Installation of special wash pegs near fire hydrants In special boxes opening flush on the pavement. The boxes would lock with keys to be distributed to persons authorized to use them. The necs would connect with one and one-half of two Inch pipes entirely Independent of the six Inch pipes connecting with the (Ire hydrants, "It has been estimated that 7S per cent ef the water used from flro hydrants Is Wasted," he said. "We hao young Niag aras flowing down the streets on many occa sions and causing an untold waste. "The bureau, I feet sure, has no Intention of depriving some of the younger Inhabi tants of the city of the chance of getting cooled off when the city Is sizzling under a midsummer's. Bun. Yet the practice of opening fire hydrants by unauthorized per sons must stop. "Smaller pipes, accessible from boxes flush on the street, would answer the same purpose and whllo checking waste to a great extent would suddIv street cleaner and watering wagons with -the water they need : flush playground streets, perhaps, and afford suitable accommodations for water troughs, whether put up by the city or by charitable organizations. "Systematic and widespread flushing of the streets now Is Insisted upon by health authorities as a preventive measure against the spread of Infantile paralysis. This means an additional use of water when the resources of the bureau are strained to the utmost even to meet ordinary demands. "The police at specified times will open the plugs," Chief Davis continued, "and children can take their baths under the supervision of responsible persons. The plan will be worked out In more detail at n early date. The plan calls for the dally opening of water plugs on playground streets under police supervision." FIREPLUGS DAMAGED BY BOYS It was explained that under present con ditions fire hydrants are damaged to a marked extent by boys and Irresponsible adults, who open or attempt to open them with wrenches. Many complaints are re ceived at the Bureau of Water from Are men, who, when responding to alarms. And the -plugs damaged and have great difficulty In opening them. "Oftentimes they cannot be opened at all," Chief Davis said. "The danger to the city readily can be seen. "Furthermore, when hydrants are left open boys or other persqps seem to take de light In dropping In atones. We eten And hoes and articles of all kinds when we riean them. Such a practice must st6p.
