BY THE RAILROAD LABOR SITUATION

New York bank statement showed a decrease in avcraae loans and an
increase in actual. Reserves increased in average and declined in actual.
Bank clearings for week showed another increase. Commercia I fail res
smaller m week. Success of big British loan helped bond mark 'Vice of
bar silver lower m New York and London. Wall Street watched railroad
labor situation, soma nervousness hemp caused in stocks. Cotton declined,
gram irregular and the Curb Market followed lead of New York Stock Ex

New York Stock Sales
NKW YOHK, Aug. 26.
In tho two hours of trading with which the week cmlcil stock innrkct opera
tions wcro wholly dominated by the crisis prevailing In the railroad slUmtlon.
Dealings woro based almost entirely on fears or hopes In regard to tho possi
bility of a strike on tho leading railway systems, hut, although some nervous
ness was in evidence, thoro was no material pressure of long stock.
Instead brokers In many of tho Important Issues reported that tho leading
itocks wcro fvrtl of buying orders at slight declines below tho market, and tho
demand In such Issues as Union Pacific at recessions was so largo as to bo tho
caueo of general comment.
Thcro was a tendency to weakness at tho opening, when declines woro estab
lished all around tho room, but rulllcs were easily effected. After Heading sold at
104 tho stock was bid for at 10GH. and similar fractional upturns from tho early
range wcro noted in many other issues.
Most of tho leading interests held to tho view that If a settlement was reached
over Sunday thcro would bo a scramble for stocks at the beginning of next week,
but did not caro to discuss what tho market situation would bo if tho develop
ments should bo unfavorable
It was insisted by many of those having knowledgo of tho speculative situa
tion that tho short interest in leading stocks Is so largo nn to in Itself furnish a
substantial element of support, oven should tho labor situation tnko an unfavor
able turn. This is said to bo tho case especially in Mexican Petroleum, tho
Marino issues, Heading and United States Steel common.
Tho Importance of posslblo railroad developments naturally restricted trading
from opening, and from then on business was almost of a professional character.
Stocks wero In supply nt rallies, but tho buying orders under tho market
prevented aggressive bear operations for tho time, and In consouuenco tho fluctua
tions In the loading issues woro confined within narrow limits, although prices
throughout tho list ranged slightly under yesterday's final prices. Canadian
Pacific acted independently of tho othor railroad stocks, being in good demand,
and showing a fractional gain.
At tho very end buying for both accounts set In, causing recoveries to levels
from fractions to l't points nbovo tho final figures yesterday. United States
Gtccl gained net, Studebaker 1'4. and smaller net Improvements took placo in
Marino preferred, Inspiration Copper, American Can, Heading and Union Pacific.

HVi to 12 V4. Sinclair Oil was firm, with
tales at 39 U to 39.
"United Vcrdo Extension yielded U to
Vi. Omar OH and Gns Bold nt 08 to 61
and rallied to 06 MIdvilo Steel was quiet,
with transactions at 04 to 64i!i. American
International Corporation sold nt G2V4. and
Oaston, Williams & Wlgmore sold nt 43i.

the second week of August amounted to

Notice Is hereby given that tho Plan of Reorganization dated August 3,
1315, lias been abandoned, and In place thereof this Committee has ap
proved and adopted a New Plan for tho readjustment of the debt of Inter
national Mercantile Marino Company (hereinafter termed Marine Company),
which New Plan has been prepared and adopted by the committees repre
senting respectively the preferred stock and the common stock of the
Marine Co-npany. A copy of the New Plan has been or will be fllefl with
the Depositaries and their Agents acting undor said Agreement,1 "dated
August 3, lt'16, and notice ot the filing thereof Is hereby given by publica
tion as provided by suid Agreement, dated August 3, 1915. 'All holders ot
Certificates of Deposit who do not, within ten days after the last publica
tion ot said notice, notify In writing tha Depositary or Us Agents issuing
such Certificates ot Deposit, that they do not assent to said New Plan
will bo deemed to havo assented to said New Plan, and will be bound
thereby as fully and effectually as If they had personally, Individually,
und alllrmatlvely nssented thereto. Prior to the expiration of said period,
non-assenting depositors may surrender their respective Certificates of
Deposit, to tho Depositary or Its Agent issuing the same, and may with
draw tho becurlttes represented thereby upon the payment of their share
of the expenses of the Committee to date of withdrawal as apportioned
by the Committee, which has been fixed by the Committee at One Per
Cent., viz.; Ten Dollars for each One Thousand Dollar bond and One Dollar
per share for each share of preferred or common stock, or Stock Trust
Certificate In respect thereof withdrawn.
Holders of tho First Mortgage Sinking Fund Five Per Ceiit. Gold
Donds of International Navigation Company (now International Mercantile
Marine Company), and of the Four and One-Half Per Cent. Mortgage and
Collateral Tiust Oold Bonds of International Mercantile Marino Company
who have not already deposited their bonds with this Committee, may
obtain the benefits and advantages of the said New Plan by depositing
their bonds, together with all unpaid coupons, with the respective De
positaries of the Committee designated for that purpose, or their Agents,
on or before September 15, 1016.
This Committee will not receive further Deposits of Stock or Stock
Trust Certlllcates.
Copies of the Committee's circular containing full details of tha New
Plan may be obtained from the Secretaries or Depositaries' of the Committee.
