' In the 142,000.000 general loan there la an Item of 1600.000 for extension of the water nrvlec, and this money will bo used mainly to strengthen the methods of distribution outh of Market street. This will afford eome Improvement, but not enough to equalise conditions all over tho city. Tentative plans for a new pumping sta tion" and a new express main have been dis cussed by Director Datesman, of tho De partment of Public Works, nnd Chief Carle ton E. Davis, of tho Water Bureau, but tho manifest Improbability of any money being borrowed for this purpose In the near future makes the work done so far of little ft vail. The one ray of hope held out to tho people suffering from the lack of nn ade quate water supply lies In the fact that municipal financiers havo already taken up. In a more or less dcflntto way, tho Idea of having the city authorize a future loan to provide the 15,500.000 needed for water, nn almost similar sum for a new BlocUley nd a provision for tho continuance of the work on the sewage disposal plant. Water shortages are always felt the most keenly In the summer months, and as this Is the season when the demands Kre heav iest In the central and northern sections of the city, conditions are always aggravated At a time when sanitary and health reasons would dictate the necessity for the largest supply. Just now tho water records show a dally consumption averaging from 210.000, 000 to 320,000,000 gallons, which Is the out side capacity of the plants with the single exception of West Philadelphia, which still has a working margin to go upon. South Philadelphia, the section farthest removed from the base of supplies at Tor rcsdale, is naturally the part of the city to suffer, and at one time It was proposed to establish a pumping station somewhere near the middle of the city to force the , water south. This plan has been abandoned because It has been pointed out by engineers that the supply Is small when It reaches nnd leaves the central section of the city, ' and that a pumping station therefore would at best be a makeshift proposition. The Impossibility of establishing a filtration plant with direct service along tho shores of the Delaware south of the city has been agreed upon because of the filthy condition of the water after it has passed through the city. j The nuestfon of waste enters to some ex- ent In the troublo which South Philadel phia Is experiencing at this time. Accord '" tng to Chief Davis, water users of this city have never been taught to husband the supply and use care In order that others may not be Inconvenienced. Steps to put a stop to this evil are not being taken, and during the next bIx months 25,000 worth of meters will be installed in factories be lieved to be wasteful of the supplies al lowed them through the old spigot rates. The prevention of waste would give a bet ter supply for the most distant points. In discussing the water shortage Chief Davis today said : "Of course, those people who cannot get a supply In the upper stories of their homes and tenements are dissatisfied. It certainly must be annoying and Inconvenient, but the hardest time is over for them this year. The demands on the water Bupply are heaviest In July, and In August and September records show the supply Is mpre nearly adequate. The ques tion has been gone Into and the only way to bring about an equalization appears to be the laying of an express main especially to serve the southern "section of the city. The laying of such a main would make necessary additional pumping facilities and this undertaking will cost the city about 5,SpO,000. I estimate the financial need at 16,000,000, but Councils have given us ISOO.O00, which will be used mainly in South Philadelphia. We have 1700 miles of water pipe In the city and the demands Just now are way above normal. It Is hard to blame present conditions on any one cause. Of course If big users would exercise care there would be just that much more water to go around, but this saving would help only, not remedy entirely. What we must have Is an express main south. That would place every section of the city, on the same plane and would put a stor to any further trouble. I eym pathlxe wjth any persons who suffer irom lack of water, but jnst now there seems no adequate remedy at hand. Just as soon as the money is provided the work can be undertaken, but until that time the central and northern sections of the city will con tinue to have an advantage over the south ern." Gives $400 Sections of two streets In parts of the city where publlo playgrounds are not available are, to be closed to traffic and opened to the children for play Monday, They are Montrose street, between Eighth and Ninth streets, and Colorado street, be tween Dickinson and Reed streets. The Board of Recreation, meeting today "with a committee of citizens headed by Municipal Court Judge Raymond Mao Nellie. decided on these two streets to try the plan of affording more play spaces for children. Can you tell n tragic story and then "get out of It" by explaining that one of the characters Just thought It all? Yes, you can, If you know how. Griffith did It In 'The Avenging Conscience" S Raoul Walsh did It In 'The Serpent," and, George Melford docs It In "The House of the Golden Shutters," which came to tho Stanley yes terday. But It must be admitted that Mr. Melford doesn't do It with quite the engrossing suc cess of tho other two efforts. At best It M j difficult and thankless trick. It lets the director Indulge In n good deal of tragedy without an unhappy ending. But as tho audience Isn't "In on tho know" till the finish, cither the tragedy of the dream must be made strong nnd well-reasoned, eo as to be able to stand by Itself, or else the awakening must have some decidedly novel clement. The new Lasky-Parnmount feature at the Stanley falls Insofar as Director Melford presents a dream Story with a sudden spasm of villainy on the part of the heroes of the whole film, which would have to be explained nnd motivated all round the block to keep the audlenco satisfied. Saying It's a dream takes some of tho curse off, but not all. The film Is very well done. Wallace Reld nnd Cleo Itldgely do their familiar and skill ful teamwork, with a good cast to back them. Tho settings are excellent, with the exception of some nttempts to show painted "exteriors" through halfopen doors The genuine exteriors havj all sorts of beauty and vigor about them, especially In the sheep-herding scenes. The story moves with swiftness and precision. The bill at the Stanley Is completed with a two-reel Triangle comedy featuring De Wolf Hopper, as well as the usual well balanced news and cducatlonals. The best stage setting yet used In any photoplay theater of the city now graces the stage of the Stanley. It Is handsome, well designed and cool and summery without detracting from the light of the picture. One of tho beat Ince-Trlanglc films In somo weeks arrived at tho Arcadia yester day. Though It was curiously reminiscent of a previous feature in which Prank Kce nan and Charles Ray played southern father and son, "Honor Thy Name!" has Its own story to tell and It tells It well. It Is the narrative of a proud old planter who saves the name of his family from a besmirching alliance with an adventuress by driving with the girl to death over a cliff down which his carrlago plunges. But It Is not the story that counts, good as It Is Now even the natural and persuasive acting of the principal character. The direc tion Is the essence of the picture. It builds the atmosphero swiftly and surely. It car ries our Interest into small bits of exposi tion and reminiscence. It gives even a rather whapplng coincidence a certain touch of Inevitability, lighting, setting and detail all help. The leaders are particularly effec tive and a new method of Indicating "vi sions" of tho past Is excellently used. Chaplin Is working hard. Ho may not do a quarter the footage that came from him In the Keystone days, but ho is trying to put variety Into It. L'nder the Mutual trade-mark he has given U3 the old Ks senay stuff, the old Keystone stuff, the sentimental stuff, and now the Palace. Vic toria, Iris, Alhambra, Locust and German town show him In evening dress doing a vis ual monolog without a shred of plot called. "One A. M." He comes home at 1 In the morning, pays off his taxi cabby and spends a hilarious half hour trying to get Into his house nnd h3 bed. It Is the sublimation of acrobatic comedy.
