Action of Councils yesterday In AUthortz
Ins tha Mayor to appoint a commission to
recommend to Councils new regulations for
the erection of buildings In this city was
described today by Andrew Wright Craw
ford, executive secretary of tho Art Jury,
as "a highly Important and splendid piece
of legislation."
When the resolution was Introduced In
Councils It was unanimously adopted by
both chambers, but there was apparently no
understanding upon tho part of the mem
bers of Its real Importance. Tho measure
was Introduced by Joseph P. Gaffney, Com
mon Councilman and chairman of tho Fi
nance Committee, but Mr, Gaffney con
fessed that he did not know what It actu
ally provided.
The resolution had been presented to him
for Introduction by Director George Dates
man, of the Department of I'ubllo Works,
he raid. The measure was Introduced In
accordance with an act of the Legislature,
passed at Its last session, giving Councils
the power which they exercise.
According to Mr. Crawford, the commis
sion wilt have power to draft new bulldlnjr
regulations and present them to Councils
for approval.
If action on tho recommendation of tho
commission Is favorable, buildings to bo
erected In this city In the future will not bo
permitted to rise above a Epccincd height.
The commission will attempt to regulate tho
else and nature of structures and to fix
zones In which residences shall bo con
structed exclusively. There will also be
cones for ofllco buildings, but the proposed
regulations would not affect buildings al
ready erected.
. On the commission will be the Director of
the Department of Public Works, tho Di
rector of the Department of Public Safety
and representatives of the Housing Com
mission, the Art Jury, tho Chamber of Com
merce, the Philadelphia Operative Builders'
Association and similar organizations.
The new plan would In no way conflict
with the prerogatives of tho Art Jury.
"We are glad to hear that Councils took
this action," ho said, "Wo expect to co
operate with tho commission In every posl
blo way."
Jail Popular Summer Resort
LANCASTER. Pa.. July 21. There arc
now 136 prisoners In tho county prison,
more than during summer for many years,
necessitating arranging tiers of berths in
cells to accommodate them.
Charles II. Bradley Dies at Bridgeport
Arrangements are being mado for the
funeral of Charles H. Bradley, who died at
Bridgeport, Conn., on Thursday. Ho was
B7 years old and, prominent until 15 years
ago In tho steel Industry as a member of
the Arm of Bradley & Sons, Pittsburgh. He
was the father of Mrs. A. J. Drexot Diddle.
of Philadelphia, and of Mrs. William Thaw,

W. Downs, Former Philadclphian, Dies
Arrangements are being made for tho
funeral of Walter Henry Downs, for many
years a resident of Philadelphia, who died
at the Huntingdon, L. I Hospital Wednes
day, Mr, Downs was E8 years old. He
lived In Cold Spring Harbor and left a
widow and a daughter, Mrs, George Kcane.
Ex-Policeman, Custer Survivor, Dies
Artancementa aro belnu made for the fu
neral, of John Gross. 2708 Klrkbrldo street,
who died last night of apoplexy. Mr.
Gross, who was 63 years old. retired from
tho police farce six years ago. He was a
ourvlvor of tho Cusler massacre. Ho Is
survived by three sons and three daughters.
Alfred Whitehead Dies at Shore
