Pent and Venezuela Plan to
Take Territory Claimed by
Colombia and Ecuador
WASHINGTON, July 11. War In South
America la threatened, with Peru nnl
Venezuela on one aide and Colombia and
Kcuador on the other.
OfllctM dispatches received In Latln-Amer-lean
diplomatic quarters report that Vene
suola.nnd Peru havo entered Into a Becrot
agreement to take possession of vast tracts
of, territory on their frontiers, the right
to which has 16ns been disputed by the
other two countries named.
It had been reported that Colombia and
Peru had, approached an understanding
of their dtmcultles and that an arbitration
was In contemplation. An award In the
dispute between Venezuela, and Colombia
wa.i mada by Spain in 18D1.
Tho four legations hero profess to have
little knowledge of tho situation. Not long;
ago Secretary Lanslns proposed that all
tho Latin-American republics bind them
solves by treaty with the United States
to arbitrate their boundary disputes. Noth
ing came of the suggestion.
A Buenos Aires dispatch announces that
the Argentina Minister to Paraguay and tho
Foreign Minister of Paraguay have signed a
commercial treaty providing for freo Inter
change of products, with certain excep
tions. It Is probable that Arcontlna will
conclude similar treaties with Urazll, Chill,
Bolivia and Uruguay.
