ASK NEW TERMINAL
RATES FOR NEW YORK
Civic Associations Want Sched
ules for Freight Handling in
District 'Equitably Revised'
WASHINGTON, July 10. A complete re
vision of terminal rates at New York city
and various Jersoy City points was asked
for in a petition filed with tho Interstate
Commerce Commission by various civic as
sociations of "Now York andi Now Jersoy.
Tho New York rates aro hold to bo dis
criminatory In vlow of tho terminal charges
at Jorsey City, Nowark Hoboken, Trenton
and Elizabeth.
In charging New York costs, which pro
vide for compensation for extra terminal
service performed on Now Jersey traffic
when this cost Is not Incurred, tho cost Is
saved to tho carrier and the existing rates
aro held to be unreasonable. Tho fact Is
recognized by tho practice of roads, the
petition sets-forth, In providing In their
tariffs a separate chargo for tho floatage,
lighterage and extra terminal service on
the New York and Brooklyn tariffs.
The petition alleges that the river trans
fer should be treated as a separate and dis
tinct charge, and If not. It Is unreasonable.
The New York Central, having the only
continuous lines Into New York, forced
other roads to meet traffic charges. These
charges are reflected In the New Jersey
rates, which were also declared to bo un
reasonable. The reciprocal switching service Is asked
to bo established. The petition was filed
by a Committee on Ways 'and Means to
prosecute alleged railway rates and service
discrimination at New York, the Board of
Commerce and Navigation of New Jersey
and the cities of Newnrk, Jorsey City, Ho
boken and Elizabeth.
