NEW ORLEANS MAYOR
PRAISES COMMISSION
FORM OF GOVERNMENT
Tells of Great Progress Made In
Southern City Following
Change From SlugglBh '
Councllmanic Rule
ADVISES A TRIAL HERE
Mayor Martin Dehrman. of New Orleans.
believes In the superiority of the commission
form of government when compared with
tho councllmanic form of legislation, such
ns exercised In this city. When interviewed
at tho Dellevuo Stratford, where he has
made his headquarters whlto attending tho
advertising convention, he explained that
his opinion was based on the successful
application of tho oommlsslon form In New
Orleans nnd his 12 years' experience ns
executive, of that city, where he has served
under both systems of municipal govern
ment. "If Philadelphia or any other city Is
suffering from petty factional and sectional
Jealousies that retard the progress of good
legislation," said Mayor Dehrman, ''a. com
mission form of kov eminent Is tho cure."
"Thero Is concentration of authority and
definite placing of responsibility," he said.
"It is not a case of Jet George do It. TJt-a

of a city la real business."
special pniviLcan f,liminated.
"All efforts to obtain special locality
privileges are eliminated by this styl of
city rule. Each of th five commissioners
In New Orleans Is elected by the votlntc
population of the entire city. Each member
has a. departmental charge ln tho city nd
ministration. Once n week tho cornmls
aionrs meet as ft leglslatlvo body.
"Long-drawn-out presentations of, -or
dlnances o notjiiood nnd hamper the Uh
Islatlve work of the body. Complaint nnd
the remedy for them are tnken directly ta
tho department heads. Th6y are resport
slble fof the work done by the branches!
of the municipal government.
"Our weekly public sessions rarely last
more .than 20 minutes unless we nro going
to legislate. This Is an apt Illustration of
the efficiency of this form of government.
"A city tho size of Philadelphia under a
commission form would probably need a
larger body of directors. However, I am: not
suniclontly ncqunlnted with all tho condi
tions In Philadelphia to state n definite
number. If the people of this city reallsa
tho alue of the kind of rule, they will
want to try it." '
Mayor Dehrman went on to say that th
people of Now Orleans would never go back
to the old form of government. This Is tho
best Illustration he could offer regarding
commission rule's success. In 1912, the
Legislature passed a. new city charter and
a referendum was placed before tho people
and almost unanimously ratified.
