LbNDON, Juno 17. Tho Btock market
Is dull and lifeless, pausing for 'a break
after p.n upward movement which, during;
tho last few weeks, has considerably raised
prices among gilt-edged securities of tho
Becond rank. Money nnd discount markets
have undergono n sharp change owing to
tho action of tho Bank of England. Higher
rates for Treasury bills should tend to keep
neutral money Hi London nnd assist In olt
nettlntr the nrlvernn trnda balance
Signs and rurnors of peaco multiply, but
our statesmen are marking time. ,
Tho Republican Convention and the nom
ination of Justice Hughes puzzles our press,
which misapprehends and misjudges Amer
ican politics,
There Is doubt whether tho Paris eco
nomic conference can Incubate tnrlffs. Even
the Australian Promlcr hn3 switched on to
tho blockade problem, finding his proposals
to wall round British freo markets liavo
nlarmcd French manufacturers and Paris
newspapers. It Is curious that British free
trade should find support In protectionist
Frinco.
Concerning peace, Earl Beauchamp writes
an Important letter suggesting that terms
should be compared with n view to prevent
ing another year's loss of llfo and treas
ure. Ho expresses the hopo that "terms
satisfactory both to ourselves and our Al
lies may after all bo arranged," and war's
attrition avoided.

Inc ta recall tha number and amount of
foreign loan3 now otilatanMIng In the United
States. They reach the stupendous total
of 41,002,950,000. -
This Jargo amount Is divided up between
IB countries, tho largest amount, of course,
being tha $500,000,000 Anglo-French loan,
malting up approximately half of the total.
Tho Canadian Government has coma Into
tho American money market for $210,000,.
000, nnd on August 1 this amount will be
reduced when $26,000,000 of oncyear notes
mature. Theso will bo paid off from tho
proceeds of the $75,000,000 loan made last
March.
There Is much discussion with respect to
the proposed $100,000,000 loan to France,
details of which are expected- to bo an
nounced within the next 10 daj-B. The char
acter of this Important financing Is some
what different from that adopted In the case
of other foreign loans, In that a new com
pany Is to bo formed to hold the securities
loaned to the French Government, against
which tho American Corporation will ex
tend to tho French Government a banking
credit of $100,000,000, to be Used In placo

As tlmo goes on nnd tho war continues,

LONDON STOCK MARKET
Little Activity, With American Securi
