SENIOR'S HAT TAKEN FOR BREAKFAST
BY NEAR-SIGHTED, HUNGRY GIRAFFE
Toothsome Panama Looks Like Hay, So Animal Reaches
Over Fence and Helps Himself Despite Embonpoint,
the Don Scales Barrier and Gives Battle
Rumors of n suit are heard today, be
cause a giraffe nto part of a Panama hat
It's not a suit of clothes, but a civil suit.
Tha trouble was caused by Boss, a glrnffe
at tho Zoo. Ito stretched his long-spotted
neck longer than usual, bared his teeth and
neatly lifted a Panama hnt from the as
tonished head of Genor Miguel J. Casianas,
of Pornambuco', who was strolling through
tho Zoo with Sonora Y, Ruydlaa yesterday.
Cassanns, who Is nislstant supercargo on
hto Brazilian steamship Rio Morcna, did
not allow an obstruction like a six-foot
fence to deter htm from going after the hat.
Although he Is a heavy man, ho scaled tho
wlro enclosure and made for tho glraffo,
boiling with Indignation. Tho surprised ani
mal at first retreated, still clinging to the
hat. But when It was cornered, It charged
Cassnnas. What would havo happened If
Cassnnni hadn't luckily fallen'down, Keeper
Manlcy shudders to think. Ho rescuod Cas
sanns, nono tho worse for his experience,
and tho hnt with Its crown mlsilng.
'Tho hat Ib worth $160," angrily asserted
Cassanas. "Or rather, It was."

WASHINGTON, May 22 A vigorous nt
tnclc on tho proposed moUng-plcturo cen
sorship bill was contntnod In a minority
report on tho mensuro submitted to the
Hotiso today by four members of tho House
Tducatlon Committee. Tho report de
clares that tlio establishment of a Fed
eral Board of Censors would "stretch tho
Implied power of Congress under tho Con
stitution to tho brenklng point "
Tho report was signed by Representa
tives Uuclter, of Missouri! Powers, of Ken
tucky J Piatt, of Now York, nnd Dalltngcr,
of Massachusetts
Tho most serious objection to this bill,"
tho report said, "lies In tho powers It seeks
to glvo an cxecutlo commission to tram
mel tho moving picture, art, tho propa
gandist and power of which Is already
marvolously do eloped and tho potential
power of which seems limitless"
Tho minority of tho committee declares
that tho oerwholmlng weight of opinion
among moving picture producers is ngnlnst
tho bill
"In our opinion," tho report concluded,
"oery reasonable, protection to tho pub
lic morals can bo secured by tho proper
oxerclso of tho local police power, sup
plemented by nn amendment to tho Kcd-
oral penal code, Including moving pictures
In tho list of articles barred from inter
state commerco for stated causes. Tho
extraordinary power vested In tho pro
posed commission will not only provo In
effective to protect public morals, but Is
utterly un-Amcrlcnn in Its character and
In tho highest degree dangerous from every
point of lcw."
In a statement accompanying the report
Representative Dalllnger declared that tho
bill "soeks to set up In this country pro
publicity censorship, ono of tho most ef
fective Instruments of European military
despotism, and I cannot believe that any
political party Is willing to assumo tha
responsibility for Its enactment."

Chnrllo knocked him down. But Ben rose to
