NEW TOtlK, April 25.
f;The manner In which stocks moved up yesterday and tho more reassuring
e of the newa In retmrd to tho German nnd Mexican situation created tin-
'ifeinesB In tho bear ranks today. Stocks were In demand from Important sources
"Jfit'eoon as the market Opened and offerings were bo hulckly absorbed as to cause
wieaslness among those who were tho most aRgrcsslvo sellers last week, and
Trtfore the first hour ended a Btampedo of shorts started which carried prices of
ftctive issues tip ono point at a time In somo stocks.
Iato in tho forenoon specialties showed gains ranging from 3 to C points,
Industrial Alcohol selling at 148, against J42 at tho close yesterday, and such
stocks as Baldwin Locomotive, SLudebaker, Cruclblo and American Zinc wcro
hurriedly bought at substantial advances. Tho covering affected, however,
represented only a, small portion of tho outstanding short account. Thcro nro
many stocks In which the short Issue amounts to moro than 100,000 shares,
With little supply. In sight which would permit tho covering of theso bear
contracts.
Tho short covering was most pronounced In Jlnrlno preferred because of
thei current reports of new Interests obtaining control of that property, making
tho short account In that stock tho most vulnerable on tho floor. So far thcro
has been no definite announcement nbout tho coming together of tho Various
committees, but there Is direct Information that harmony has been established
between the two classes of stockholders and that they are now working together.
VTho statement was mado by Interests which should bo fully Informed that earn
'tajs of the company nro sufllclent to pay oft all the accrued dividends on tho
preferred stock.
Moat Importance was attached In Wall Street to tho meeting of tho United
States Slecl directors to be held after tho close today. Tho room had stories
that an extra dividend of 1J per cent, will be declared In addition to tho quart
terly dividend of V,i per cent, nnd In somo quarters It was insisted that the man
agement has decided to make tho total disbursements for tho year nn the com
mon stock amount to 7 per cent. Important Steel Interests, In tnlklng of tho
t earnings of tho corporation, express the belief that tho statement of earnings
for tho thrco months ending March 31 should show far nbove $63,000,000.
Hallway stocks wcro In good demnnd, hut these Issues wcro In supply In
I largo nmounts, especially Union Pacific, nnd It was current belief thnt somo
important financial Interests, like tho National City Bank, were sellers of theso
stocks In order to provldo funds for payment of recently accumulated Marino
Issues.

ACTIVITY OF COTTON BULLS
CAUSES WAVE OF BUYING
Market Starts Low on Cables, but
Prices Soon Advance High
NEW YOrtK. April 25. Dulls received
crcat encouragement by tho small num
ber of May tenders and tho Improved
news on the international situation, and
at the opening of the Cotton Exchange
this morning there was a wave of buying
which disregarded all other factors, al
though tho market was due to start sev
eral points lower on tho cables.
After the call the buying increased In
vigor and orders came In at the market,
so that before the end of the first quarter
of an hour's trading May showed a re
covery of 7 points to a net advance of
3 points, with other months 2 to 4 points
better.
A late forenoon advance carried prices
about 9 to 16 points net higher, with May
selling up to 11.98 and October to 12.32.
A more optimistic view of International
conditions probably encouraged somo of
the scattered buying, but the demand
seemed tD come chiefly from trade- lnter
t3 or shorts, and the market showed
reactions of four or five points from tho
best, shortly after midday.
The receipts of cotton at the ports for
the day were estimated at 25,000 bales,
compared with 37,115 bales last week, 21,
525 bales last year and 17,103 bales In
1914.

SENATOR SHAFROTII OFFERS
RESOLUTION FOR SUFFRAGE
Asks Constitutional Amendment and
"cores Masculine Arrogance
WASHINGTON, April 25. Senator
Shafroth, of Colorado, made a strong plea
in the Senate today for action on woman's
suffrage at this session. He introduced
a resolution proposing an amendment to
the Constitution giving the vote to women.
"Men Invoke 'the divine right of sex' to
deny woman suffrage like monarchs of
the past Invoked the 'divine right of kings'
to deny men political liberty," said Sena
tor Shafroth.
Senator Shafroth said Colorado had not
suffered on account of woman suffrage
during the last S3 years. He cited statis
tics from woman suffrage States to show
that the women vote in almost the same
proportion as the men.
