mnr, rector of St Stephen's Church, criti
cised the "high" faction. OorRo What
ton Pepper answered nnd attacked the

Dr Grammar criticised tho "high"
party for basins Its Authenticity on apos
tolic succession nnd Its theology strictly
on the" doctrine promulgated by the
church nnd sanctioned by her authority. In
distinction from tho "low" party, which
assumed liberal views Ho said tho "low"
party was too "broad" to attach nny Im
portance to apostolic succession.
Mr Pcpper placed tho blame for tho
condition within tho Episcopal church on
the clergy, who, ho said, are disunited
and divided Into factions. Ho neatly
turned the statements of Doctor Grammar
Against himself by calling Into question
life alleged "breadth" of the "low" fac
tion If tho "low" church was as broad
ns Doctor Grammar said, thospeaUer con
tended It should bo broad enough to In
clude overy party In tho church and bo

the spirit of harmony. Instead of accusing
and abusing one faction which should
have, according to the nlleged open policy
of the "low" faction, the liberty at least

man had not only attacked the "high"
