Another new low record for German mark. Sharp break in Vienna
exchange. Heavy trading in Anglo-French per cent, bonds on New
York Stock Exchange. Demand for steel products continues large, with
premiums of $5 to $7 a ton paid in some cases, llig steel rail orders
placed. Steel Corporation docs not favor advance in price of rails.
Dividend and interest payments in April total $ltW,7iOtfi52, increase
$t8,7SJ,tGG. Receiver of Hock Island authorised to issue certificate to
pan bond interest. Kellogg Switchboard declared So per cent, stock divi
dend and a quarterly cash payment of i! per cent. Arlington Mils in
creased dividend, placing sjock on $H annual rale, against $i previously,
Draper Company declared $5 dividend. This puts stock on $JO annual
basis.

The course of the market In today's session Wns determined l tnar
activities. The Improvement in tlio afternoon followed absolute ilcliliits of
statements In reKnrd to overtures of peaco made yesterday. False rumors,
unfounded reports and misleading statements wore elrrulated throughout the
morning ut the same time that vigorous bear attacks wero made on many Issues,
but failed to cause any further unspttlwtient In the speculative situation, and
thero wero Indications that weals accounts had already been thoroughly liqui
dated and holdings could no longer be disturbed.
The bear energies seemed to be exhausted before noon, and Instead of
further attempts to depress prices being made after midday, tho most Important
feature of the market was urgent attempts to cover shorts. The uptown bear
plungers gave orders to buy the market on a largo scale, but met competitive
buying from banking Interests, and with the combined demand from tho two
sources a small amount of floating stock was absorbed.
The market situation for the time was helped by the Interruption of West
ern wire service, choking off the supply which might have come from the
nggrcsslve bear operators In Chicago anil other Western points.
More attention was paid by substantial Interests to the Industrial situation,
and statements about the condition of the steel trode were effective In Induc
ing a good deal of quiet buying of Tutted States Steel common and of many
of the minor steel Industrials. The copper stocks, too, found nrnro friends than
they havo for two weeks, and thero was a ready market for all tlmso shores
without any wide variation, oven when somo large selling orders were executed.
The rallying tendency shown created a belief that the tnarlcet has stood
a severe test, and that no one understands this better than the uptown and
Western bear plungers.
Advance in Hail I'riciM Not Favored by V. S. Steel
' NEW VOUK, March 22. It can be stated on unquestioned authority that
tho Vnltcd States Steel Corporation Is not In favor of an advAnce In the
price of rulls and would not follow the lead of any other company that might
put up Its quotation. While every Interest In the trade admits that conditions
arc abnormal, the point Is made by those well Informed on the policy of the
leading Interest that In view of the fact that rail quotations haw been firmly
held during periods of depression, It Is only fair that the transpoi'tation com
panies should now enjoy the privilege of paying the same price they always have.
To Issue Certificates to Pay Hock Island Monti Interest
CHICAGO, Starch 22 Judge Curpenter. In the t'nlted Statex liistrict Court,
today signed an order authorizing Iteceiver Dickinson, of the Chicago. Hock
Island nnd 1'acltlc Itailway Company, to Issue SfiOO.noo series "M" rertitlaton
to pay tho interest on tho first mortgage bonds; nlso $1,494, OOn Choctaw nnd
Gulf bonds and $15,000 to pay Interest on series "It" certificates, due March 18.

Dividend Increased by Arlington Mills
nnSTOX, March 22. Tho Arlington Mills has Increused the dividend rate
from $4 to $5 annual basis by the declaration of a quarterly dividend of IV
per cent., payable April 1 to stock of record March 2ii. Heretofore Arlington
has always paid semiannually, the last declaration being 2 per cent., payablo
January 1.
KelloRg Switchboard 50 Stock Dividend
CHICAGO, March 22. The Kellogg Switchboard Company has declared a 50
per cent, stock dividend to stock of record March 21 and a quarterly cash divi
dend of 2 per cent., payablo April 20 to stock of record April 27. Tho last
quarterly dividend was 3 per cent.

no conspicuous) trading on the Cotton Ex
change this morning, nnd with tho ex
ception of a email Bupply from Wall
street Interests and spot houses, and an
equally light demand from ono or two
traders, there was no feature to tho
market. Tho tono was steady. May
Bhowcd a decline of two points, with
other months ono to five points higher.
After the call tho demand Increased, and
resulted In a gain of five points In May.
Blx In July and threo In October.
The western belt forecast for generally
clear weather stimulated the covering
movement and the nctivo months sold
about 10 to 11 points net higher. At
this level offerings appeared to bo a
little more liberal and tluctuatlons became
Irregular. The concentrated buying of
May, which attracted so much attention
here yesterday, was not In evidence, but
near months wero relatively steady both
here and In New Orleans. A private wire
from New Orleans said there was an ex
cellent spot demand thero. somewhat nbove
quotations. Tho market was very quiet
after midday. The demand to cover
shorts on the disappointing view of
weather conditions seemed to havo sub
Bided on the advance to 12.22c. for July
contracts and prices later sagged off I
to 5 points from the best.
Texas and Oklahoma were still with
out precipitation to relievo the protected
drought In those States, and there wero
no Indications of any rain within tho
next day or two.

The continued decline in German exchange
has resulted In the anticipation of lower
fleures by certain Interests before act
ually established. In this way there were
reports of a quotation of 71 li for relchs
inorks but these were not confirmed in
any responsible quarter. All business was
said to have been at 716-16, a new low
record, the previous low level being 719s

the close on Tuesday. Pesetas shaded

ities on the Stock Kxchango today was
tho most brisk thus far this year. There
was vlrtualy no selling;. The feeling re
mained confident and the markets were
strong.
The election of an all-Britleh Stock Ex
change Committee was realized and re
ceived approval. The revenue of the na
tion tor the week was 18,801X000. The
year's revenue Is now 11,000,800 In ex
cess of estimates. There was expended
during the week 57,900,000.
The week's sale of exchequer bonds ag
gregated 7.674.000. The amount of treas
ury bills outstanding was Increased 24.
880,000. Americans displayed Irregularity, but
Canadian and South American rails were
steady. French buoyancy was shown la
Home Railway shares.

has declared a quarterly dividend of $5
