o'clock and, with Mra Smith nnd his son
Frederick, went home from the North
Philadelphia station before Bolntr to City
Hall.
The Mayor (rot to the Hall at quarter
to one ahd Immediately sent for Director
Twining-, repeating his Inability to under
stand why the transit report had not been
given out, Then he collled up finance
Committee Chairman Oaffney nnd told him
to come over to talk about the loan

The first thing Mnjor Smith had to say

"1 do not understand why the Twining
report hus not been made public "
Asked If he had tho Twining plan, he
replied that ho did not.

TALK OF TAX HATE
Asked about the probability of an In
crease In tho tax rate, ho said:
"Tho city's financial condition Is due to
cowardly evaBton that has extended ocr
a period of many years, I am not pre
pared at this time to announce my policy
regnrdlng a tax rato Increase. It Is now
being made a political question. It will
not come before Councils for action for
some time. If It Is found that a hlghor
tax rato Is necessary, I am not afraid to
go to tho publia and show them why It is
necessary.

for Increasing the revenue besides In
creasing the tax on real estate. There
certainly should be other means with
out Increasing the tax o nreal estate.
Other cities have other means of reve

ing whether I think It should be BUbwny,

Discussing tho plan announced by
Director Twining some time ago extend
ing from lirle nvenue to Spruce street
only, the Mayor Bald
"Dhector Twlnlng's suggestions were
not fairly, undetstood The public hasn't
given suillcleut consideration to tho cost of
the transit project and It Is my duty as
tho executives otflcer of the city to point
out what this cost will be. I have asked
Irector Twining to bhow in his report the
graduated cost to taxpayers of the rapid
transit lines." ,
Discussing the 186,800,000 loan, Mayor
Smith said he would get busy on the big
loan within a few dai He was asked
whether he looked for any more delay
under the high-speed lines authorized un
der tho $6,000,000 loan, and said: "There
has ben no delay AH the money availa
ble under contract, as I understand it "
Ha was asked how long ho thought the
City Hall section of the Broad street sub
way would bo held up, and said.
"The City Hall section presents a seri
ous problem You know I have talked to
b8ver.il eminent engineers as to what they
thought should be done there. That prob
lem Is not yet settled "

The Mayor kept shy of any discussion
of politics "I have nothing to say," was
the only answer he gave to questions con
cerning the announcement of Governor
Brumbaugh's candidacy, the Governor's
local option fight. Senator Penrose's pro
gram for nn unlnstructcd delegation to
the Republican convention, and the presl

-was launched last week by Senator Oliver.

Ambler for the Republican nomination for
Auditor General until the last. His atten
tion was called to the fact that the Gov

less of what position Governor Brumbaugh
may take, I will stick to Ambler."

know the cost of the loan for the next
30 years! Is he doing It In all moral
honesty or Is he prompted by political
reasons?"
