not disturb tho moro solid clement, which pays llttlo heed to tho variations In
tho diplomatic and legislative outlook.
Statements that tho annual report of Industrial Alcohol wilt be disappointing
J,',Wcro Used as a reason for raiding that stock. Tho annual meeting Is scheduled
for March 14. Tho company's war order business began last May and It could
reasonably bo assumed that tho war order prollls would bo reflected to a great
extent to tho statement for tho year ending December 31, at or beforo that

ening havoc to vessels on tho Atlantic wore followed by heavy sales of Marino
preferred through threo prominent houses, causing a break of nearly -1 points
In tho price of that stock. While this demonstration of weakness was In progress
Borne stocks receded fractions and others about a point.
Tho leading stocks fluctuated within extremely narrow limits throughout
tho day and only trifling net changes were shown In such Issues ns United
Spates Steel common, Anaconda nnd Erie at tho close. Exchango on Berlin was
weak, with checks selling at 73.
t Readjustment Plan of Minneapolis and St. Louis Largely Approved
Notlco of a call for tho special meeting of the stockholders of tho Minneapolis
arid St. Louis Railroad, to bo held at tho company's offices at Minneapolis on
May 15, to act upon the plan of readjustment, has been Issued nnd will be mailed

their aBscnt to tho plan, being within 15 per cent, of the amount required to

Sprctat Cable to the KvtMna LtAocr
I,ONno.V, Feb. 23. The House of
Commons wns Komcwhnt rcllcveit Mon
day night by -learning; from the Premier
nnd Chancellor that recent estimates .of
expenditure liavo been exaggerated. Itcftl"
nald McICenna Rtntca that the debt servlco
nnd civil service together nro now costing
nearly half n million sterling a day nnd
the expenditure) on tho war Is 3,400,000.
llo anticipated that a 5,000,000 limit
would bo reached by tho end of March.
To critics who complained that Ameri
can exchnngo has not been raised to pnr,
Mr. McKcnna replied: "At tho present
time American exchango Is kept at J4.7G6
to tho sovereign. Wo do not wish Ameri
can exchango to go nny hlghor than tho
figures I liavo given. Absolutely normnl
American exchango would bo nbout $4.86.
It Is 10 cents below. Wo do not wish
American exchango to cither go up to tho
normal or nbovo It, for the very Simula
reason that wo aro discouraging Imports
by keeping exchango n llttlo below par."
This verbatim report should Interest
Wall street. Chancellor McKenna nddod
that with tho present freight nnd Insur
ance gold exports to Now York do not
pay, though exchango Is 10 cents uelow
normnl. Altogether Mr. McKcnna was
remarkably optimistic.
Meanwhile, Kdwln S. Montagu's speech
at Cambridge reads like a recantation of
free trade, but even If the Liberal min
isters turn proforontlallst they will en
counter great difficulties and obstlnato op
position. Tho chambers of commerco wns
predominantly Protectionist In 190S, when
tho great Kreo Trade victory occurred nt
tho general election,
Tho report that Lord Robert Cecil will
enter the Cabinet ns contraband minis
ter xhould please neutral Interests,
Although his diplomatic position wai
obscure. Colonel llouso won golden opin
ions here.
Tho city recognizes tho duration of tho
war ns tho ono supremely Important prob
lem of finance. Tho technical tuiestton
whether a now long-term loan Is neces
sary and whether to free tho lncomo tax
remain.", I think, undecided.

JCBW YORK, Feb. 23. Business wns
mixed on the Cotton Exchange nt tho
stnrt this morning. Some interests, es
pecially Wnll street and spot houses, ope
rated on both sides of tho market. Tho
early tono was comparatively steady, near
months showing losses of 4 to 7 points,
white September was 1 point higher with
luto options 1 to 3 points lower.
Some Importnnt traders wcro good huy
ors, apparently on tho belief that a rally
was nbout due, an- It was gonerally ex
pected that March liquidation would soon
bo over. Others, however, still main
tained that tho news from Washington
would bo the main influence.
The market becamo firm, later. Itvl
seemed easy to switcn long contracts out
of Match into later months at tho pre
vailing differences, while Liverpool was
a good buyer hero by balance, and tlicre
was considerable covering by shorts as
tho rally developed. There may also have
been buying for a reaction, and tho active
months worked about 12 to 14 poluts net
higher during tho middle of tho day. This
mado an advance of nearly (1 n,balc from
the lowest, and seemed to attract rather
freer offerings, but prices held within two
or three points of the best.
