Porvell, of 14 Hancock street, Brooklyn, victim of the African sleeping sickness caused by tho bite of a tsetse fly, has Im proved so much from tho malady, which until now hns been considered Incurable, that yesterday ho was nblo to Bit up for two hours. Dally visits from frlonds havo been tho rule for more than a weok. Al though Dr. Elmer Lee, his physician, will not say that all danger Is past, ho de clared that he Is conlldcnt his patient's recovery la only a matter of time. SKEETERS' FOES GATHER FOR SESSION AT SHORE New Jersey Commission Will Oppose Bill Designed to Weaken Fight on Pests r ATLANTIC CITY, Feb. 10,-Foi-s of tho mosquito, gathering hore for the third annual convention of tho N'ew Jersey Mosquito Extermination Commission, which opitns tomorrow afternoon at tho Traymorc, today planned a State-wide fight against tho Dalrymple bill, In com-.-nltteo at Trenton. The bill proposes to rescind the mandatory feature of tho present mosquito extermination act, tin der which counties reluctant to nppro prialo funds, may bn forced to Join in tho movement to make Jersey a. mosqulto less Commonwealth. Politicians who would rather uso the money In other directions, the mosquito men Bay, comprise the greater part of tho upstate friends of tho Dnlrymplo measure. There Is no disposition In Atlantic County to abandon tho work which has been going forward for several years with excellent results. Passago of tho Dalrymplo mens ure, however, might be selied upon as an excuse for stopping work In other coast counties, it Is contended. Tho convention, comprising representa tives from all over tho State, will point to an addition of hundreds of thousands of dollars In valuation to the tax dupli cates of shore counties as proof of the efllcacy of extermination methods. Thou sands of acres of marsh, which formerly bred only mosquitoes, now aro nearly dry and raising largo crops of hay. Atlantic County's mosquito experts and hotel men, who have backed tho elimina tion' campaign enthusiastically, are grieved over the attitude of Capo May County In virtually blocking Atlantic City's plans, Falluro of tho lower county to go Into the extermination campaign for reasons of economy will make it impossi ble to keep mosquitoes out of Atlantic City, no matter how many thousands of dollars may be spent upon this side of the county line, because of the great breeding areas back of Ocean City. Members of the Legislature, leading physicians of the State, engineers, and State health authorities will be among the speakers at" the two days convention. Several speakers are coming from Wash Ington and Oovernor James P. Fielder may be present. The program provides for threo ses sions, Thursday afternoon, Thursday evening and Friday morning. Hotel gvesu And residents of the city, Interested In a great economlo movement, are Invited to attend the meetings. The damage was slight. Hampton Roads Hampton Roads is an Inlet of Chesa peake' Bay, and covers an area of about $0 square rolie. MINE RUN QUESTION STILL DEADLOCKED Mobile Conference Likely Adjourn Without an Adjustment to MOBILE, Ala.. Feb. 10 Operators and miners of the central bituminous coal fields meeting in this city to arrange n new wage schedulo for western Pennsyl vania, Ohio, Indiana and Illinois, were generally of the opinion last night that the present joint conference would adjourn this week without an agreement, but with an understanding that negotiations would be continued nt some other city nftfr tho preliminaries of tho anthracite conference which begins In New York noxt week tiro out of the way. Tho 11 demands of the United Mlno Workers havo been roferred to a sub committee of eight minors and eight oper ators tvlth the International olflcers nf the union as ex-olflclo members. Yesterday was spent In discussing the mine-run question and when the subcommltte ad journed until today It was deadlocked with neither side showing any disposition to recede. The mine-run demand provides for the weighing of coal before It Is screened and that be paid for on the run-of-miuo basis. The miners In the committee made the flat declaration that tney would not sign an agreement In the four States involved without tho mine-run method of paying tho workers. Tho western Pennsylvania operators replied that they would not grant the demand. The question asked last night was to what limit tho miners would press the demand and to what extent the operators would resist It. It was understood that the operators from Illinois, Indiana and Ohio were will ing to accept the mine-run demand with certain modifications, but the coal mine ownerB from the district were opposed to accepting It under any conditions. The argument of both sides in the sub committee was along the same line as that in the full joint conference, the west ern Pennsylvania operators claiming they could not compete with non-union fields If they granted the mine-run system. The miners replied that tho mine-run method was the only equitable basis on which the labor of tha miners could ba paid. MISSING BOY IN DOG HOUSE Lad Says Ho Felt Need of a "Change" ATLANTIC CITY, N.
