CONGRESS MAY OPPOSE
U. S. FOREIGN POLICIES,
LANSING IS INFORMED
Democrats to Oppose Break
With Austria and Insist
on Action in British
Dispute
ENTIRE SOUTH ANGERED
Washington, ie. 22.
Vigorous and nggrcsslvo Opposition In
Congress to the present foreign policy
today confronted the Administration In
Its efforts to handle the tangled Interna
tional situation. Secretary of Stale Lan
sing ami other executive heads of the
Administration have been told thnt pow
erful Democratic Interests in both the
S'cnate and tho House have settled upon
two points. They arc:
The Administration cannot depend upon
solid Democratic congressional support
If this country deliberately forces a break
with Austrln over the Ancona Incident
under present conditions.
t'nless vigorous action Is taken by tho
State Department In the matter of Inter
ference by the allied Powers with Amer
ican commerce, the entire .irltlsh diplo
matic situation will be aired In Congress
ns soon as It reconvenes.
Congressional opposition has developed,
principally among Southern members of
Congress, The llnmo has been smolder
ing slnco Congress convened, because of
the lltitlsh nttltude toward cotton ship
ments. The delay In the State Depart
ment's note of protest agnlnst the llrltlsh
listing of cotton as ciintrubaml has fanned
the lire nnd an outbreak Is certain unless
early action Is taken by the Administra
tion. Senator Hoke Smith, of Cleorgla, leader
of the cotton State forces In the Senate,
announced today that he proposed to
offer a resolution ns soon ns Congress re
convenes denllng with the cotton contra
band situation. This resolution will bo
followed by another speech, which Is ex
pected to bring the entire llrltlsh sltun
tlon tlntly before Congress and to pro
clpltulo a debate, which might seriously
embarrass the present Statu Department
course of action.

CHICAOO, Dec. 22. Wheat wns fever
ish and Irregular today, but closed weak
on oxtunnlvo profit-taking. December
ended nt the bottom nt $1.2154. against $1.21
ut tho closo yesterday; Mny only c.
above the lowest, at $1.23, compared with
?I.2l"i at the end yesterday, and July
only !c. above tho lowest, nt $l.l3:i,
compnrcd with $1.15',i, yesterday's lust
price. The best prices wero established at
the outset, when new high records for
the season were scored, following tho
execution of a fairly largo volumo of
overnight buying orders, based on recent
sales for export and on strength nt Liver
pool, where prices wore up l',s to 4(1., re
tlectlng tho bulge here yesterday.
It was soon evident, however that there
wns not much buoyancy to tho market
and heayv realizing forced prices below
yesterday's close. A demand then de
veloped nnd tho market rallied for n
time, but another attack was made on
the market and it weakened perceptibly.
Purchasing, for the most part, was on
resting orders. At ono time December
showed even with May on covering, 'ex
porters said thot the demand wan not so
brisk today. Minneapolis reported nctlvo
selling there by commission houses thnt
usually act for tho country. A dispatch
from Winnipeg said that tho m.-itket
there had been over-bought. The north
west sold n great deal of wheat here,
presumably In the way of hndglng.
Clearances from tho seaboard wero
lighter and receipts at Interior points
wero double those on tno correspondlm;
day last year. A final report on the
amount of the wheat afloat at lluffalo
places It nt 1I.D0I.G7S bushels of United
States ami 15.237.3SS buMicls bonded. Of
tho United States wheat 4,400.000 bushels
is durum and 2,000,000 bushels Is owned by
tho Washburn-Crosby Compnny for IU
mill at HulTulo, leaving only 5,500.000 bush
els of No. 1 nnd No. 2 northern. Ship
pers nt Duluth suLl that there was a
further Inquiry for wheat to go nil rail
to tho Kust.
Corn showed considerable, strength, but
theie was u great deal of realizing by
yesterday's buyers which caused u reac
tion from tho top, but final pi lees were
above yesterday's close. It was appar
ent, however, that considerable corn was
wanted on nil weak spots. A leading 'iu
thorlty said that it was impossible to
compllo an accuratn estimate on the yield
of corn for 1015. Tho market at Liverpool
was nctlvo and strong. Oats, after allow
ing firmness on further good buying, went
oft on selllne by commission houses. The.
close wns unchanged to lie. lower.
