TONE OF STOCK MARKET BETTER;
AVAILABLE SUPPLY EXHAUSTED
Investors Bought New York Central Dividend Not
Expected to Be Increased at Meeting Tomorrow.
Steel to Resume Payments in January
NEW YORK, Dec. 14.
The lone of the stock market today wns decidedly better. While thero
were some recession!) In prices in tho early dealings, a demand soon npnenrcd,
nnd everything on the list turned upward, with tho greatest activity in the
railroad shares. The trading disclosed that the supply of stock nt tho present
level had about been exhausted. Tho market was still professional, tho public
not figuring in tho dealings to any great extent.
There were two outstanding features in the railroad group Norfolk nnd
Western and Now York Central. The former established a new high record,
while tho latter reached tho highest It haB sold since 1913, In connection with
the strength in Norfolk and Western, which nt the top point of the day was
up two points, It was said that Trance would Import 2C.000.000 tons of
bituminous coal next year, nnd for this reason the road would benefit greatly
by this increased freight traffic, ns the Consolidation Coal Company, ono of
the largest coal companies in tho country, would probubly get a largo piece
of tho contract.
The buying of New York Central nppearcd to bo largelj for investment
and was not In the expectation of nn Increased dividends at the directors' meet
ing tomorrow. I'crsons In close touch with the management of the New
York Central say that tho dividend will not be Increased; at least, not at
this time.
Buying of United States Steel common was good throughout the day and
the price was, as a rule, a fraction or so above the final of yesterday. The
belief Is growing in tho Street that the Steel Corporation will resume dividends
on the stock at tho next meeting of the directors, which takes plnco In Janu
ary. Well-Informed people, thoso that really should know because of their
close nfTlllatlons with the management of the corporation, say that the stock
Will bo placed on a 6 per cent, dividend basis at tho January meeting.
Banking Interests ngnln bought Heading. The copper shares were actively
dealt In, especially Anaconda. Among tho specialties there wore some rather
wldo advances, notably Taxes Company, which rose 13 points, while Htudo
baker was up nearly 6',4 points. At one time Canndlan 1'nelflc showed a
gain of two points. Thero was again pressure against Uock Island, and In the
afternoon that stock was weak, losing a point and a half. This did not have
nny adverse effect on the rest of the list, however. Bethlehem Steel, on which
there has been very little doing In recent days, fell back 19 points.
Few brokers could obtain telegraph service, tho storm of yesterday having
put many wires of tho telegraph companies out of service. Wire houses were
without orders because of this and business was thcrcfnro restricted. Thero
was rather brisk buying from locnl sources, this being especially true in the
afternoon session. The market closed strong.
Our trade balance Is still growing, nnd tho outlook is that It will keep
right on growing for some tlmo to come. Latest figures, which were for
the week ending December 11, Issued today, show that tho trade balance of
the United States for the week was $60,350,401. Tho exports were $DS,40S,13I,
while tho Imports aggregated $38,057,733, The exports of cotton during tho
same week totaled DS.GS1 bales, making a total slneo August 1 of l,095,i""i bales.
Money market conditions remain about the same. Thero Is a very largo
supply of money to be had and the rates are low.'
German ExcIinnRe Hits New Low Point
German marks struck a new low record nt the opening of the foreign
exchange market this morning, when they touched 77 5-1(1. Later thoy were
reported as low as 77U for checkB, but this could not bo verified. A slight
recovery followed, with cables at 77T4. Demand sterling Improved to 4.71
nnd cables went to 4.72',;. French exchange ruled nt C.S3 for cables nnd
E.8G for checks.
Kates on Coal Richest Since Civil War
As high ns $3 a ton has been paid for freight on coal on steamer from
Newport News' to Portland, Me., the highest rate since tho Civil War. Tho
highest rate paid In tho big strike of 1002 and 1003 was $2.50 a ton.

COTTON STARTED EASIER;
TRADERS LIBERAL SELLERS
Borne Improvement Followed Early
Down Turn
NEW YORK, Dec. H. Ignoring a bull
ish November consumption statement by
the Census Bureau, cotton opened easy
at a decline of 6 to 18 points this morning.
The setback was due to a sharp decline
at Liverpool just before our market
oriened.
On the call local traders were liberal
sellers of every month. The buying was
scattered. The heavy list continued after
the call, with Wall street a moderate
seller, Later there was some improvement.

NOTES OF THE RAIL
The practice of the Atchison, Topcki
and Santa Fe and other continental rail
roads In according to grain millers at
Ot'den, Utah; Albuquerque, J I.j KI
Paso, Tex., and points east of there tran
sit privileges in connection with the
handling of shipments, which are not ac
corded to the millers at California mllllnK
points today, was declared not prejudicial
to the latter by the Interstate Commerce
Commission. The commission holds that
the rate charges are so arranged that the
California points receive a rate benefit
which oflgets the transit benefit given the
other places. The California millers' com
plaints were dismissed.

1'AltIS. Dec. 14 According to Informa
tion I liavo received from a. largo num
ber of places whero subscriptions to tho
"loan of victory" aro being taken In, gold
Is coining In In largo quantities. Many
of tlmsc who held their gold desplto tho
nppenl of the Minister of Finance In tho
spring have decided to put n largo part
of their reserves Into the new loan.
It Is not possible yet to give exact
llfiiircfl on tho subscription!) In gold to
tho nr-w loan, nnd tho Klnnnco Minister
will mako no stntement until the sub
scriptions close. This payment In gold Is
Interesting and characteristic, na the np
lienl of the Flnanco Minister last spring,
which wns addressed only to tho patriot
ism of tho people and otTored no special
advantages for turning tho gold over to
the Government, brought 1,101,000,(100
francs it:il.O0.fino) In gold Into the coffers
of the Hank of France, and these gold
payments, which went on for many weeks
nt tho rate or 100.000.000 francs a week,
have equated 60,000,000 francs a week for
the Inst two (Weeks In which the loan has
been offered the public.
I.ust week gold paid Into the bank out
side of subscriptions to the loan amounted
to (12,000,000 lrnncs. Needless to say, sold
subscribed to tho loan will bo turned over
by the Government to tho bank to ln
crenso Its stock of gold nnd possibly nlso
to belli In Fettling the position of ex
change, which already Is much amelio
rated by foreign subscriptions to tho loan.
Whip production, which Is nn extremely
Important part of tho total production of
Franco, shows a very considerable deficit
for l!d." While production for 1914 was
neatly UO.OOO.OOO hectolitres, this year's
production Is not more thnn 22,000,000 hec
tollties. This means a naturally sensible
Increase In the price of wine, but this In
crenso will only compensate producers In
a small measure. In 1913. which wns an
average year, exportation of wines repre
sented approximately f3S.400,000. The dellclt
to production and tho rise In prlco this
year will lower greatly the export of wine,
which would have been so valuable a
contribution toward tho regulation of exchanges.
