Tho Congressional Union has given up
Btate campaigning to devote Its entire
timo to harrying Congress. The Nntlonnl
American Woman Suffrage Association Is

that the convention today had before It a
gcrlcs of business meetings and confer
ences of lenders at which plnns of cam
paign In both the Stnte and Fcdernl tlelds
are to bo formulated for the next year.
Nearly a thousand delegates were pres
ent when Dr. Anna Howard Shaw, presi
dent of tho association, opened the con
vention. The association Is made up of
65 federated suffrage leagues, from all
Stntes In the Union, and each organiza
tion Is represented nt the National con

Today's session was largely routine. In
tact, this association will hold only busi
ness sessions throughout the cntlro week.
The only spectacular event will be n
mnnn-mcrilnLr next Sunday. At this meet
ing Dr. Anna Howaid Shaw will speak
on the progress of tho woman suffrage

will be Mrs. Carrie Chapman Catt, a
former president of tho association nnd
the woman who has been responsible for
some of the most successful woman suf
fragn demonstrations held In New York

Next Saturday the National College
Equal Suffrago League, of which Miss
M. Carey Thomas, of Uryn Mawr, Is pres
ident, will hold Its annual council meet
ing. This league is federated with tho
national association and always holds Its
annual council meotlng during the na
tional association's convention.
SUSAN B. ANTHONY PAGEANT.
Turning aside frb'n their usual meth
ods of using speeches and statements to
advance their cause, tho would-bo women
voters of tho Congressional Union for
Woman Suffrage todny staged a new
argument In tho form of a pageant.
Tho pageant, presented by Miss Hnzel
MacKaye under the auspices of the Con
gressional Union, was planned to depict
In vivid stjlo tho struggles of American
women for the ballot. It also was a me
morial to Susan B. Anthony, pioneer in
suffrage work.
Flvo hundred men, women and children
took part In the performance, which was
presented In Convention Hall before a
large audience. The tableaux and other
performances In the pageant pictured the
parallel between the struggle made by
the negroes of tho United States nnd that
now being made by tho American women.
First were shown tableaux and spectacles
portraying the negroes' effort to be en
franchised by action of the States. How
they failed in this purpose was shown
and then how they turned to Congress and
finally succeeded in getting equal vot'in
rights with white men through a constitu
tional amendment.

Despite the fact that only four dele
gates tn Hie National Woman Suffrage
Convention, which opens In Washington
tomorrow morning, have been named
from Philadelphia and Its environs, so
great Is the Interest In the sltuntion that
many of the local suffragists will go at
their own expense as spectators.
Mrs Wilfred Lewis, Mrs. Gcorgo A.
Plcrsol, appointed by the Pennsylvania
Woman Suffrage Association, nnd Mrs.
Walter Newklrk and Miss Lucy Lewis,
appointees from the Pennsylvania Col
lege Women's League, nro tho delegates
who will leave for the national capital
this afternoon. Other Philadelphia wom
en who will make tho trip Include Miss
Anna Lewis, Dr. Kntc Baldwin, Miss
Sarah D. Chambers, Mrs. George A. Dun
ning, Mrs. Kntherine Ituschenberger nnd
Mrs. Lnwrcnce Lewis.
The election of the national officers will
be n feature of the convention. Dr. Anna
Howard Shaw has rofused lenoinlnntlon
for the presidency. She wants to de
vote all her time to campaign work. She
is known to favor Mrs. Carrie Chnpmnn
Catt, of New York, and it is thought her
Influence In dominating the convention
will bo more powerful than any other.
The attitude the national association
takes toward tho Congressional Union
ists will he watched with interest. Con
servative suillraglsts disprove of the
unions tnotlcs In working agnlnst tho
dominant party. They feel that many of
the Western Democrats In Congress have
been alienated from the cause by the
Congressional Union's activities. On the
other hand, the defeat of the woman's
enfranchisement amendments in the four
Eastern States hns converted many suf
fragists to the belief that all effort
should bo concentrated on tho pnssago of
n Federal nmendment.
Tho Philadelphia contingent will have
Its headquarters at the Now Wlllard
Hotel, where the convention Is to be
held. Tho adjournment will bo ncM Saturday.

Tlmmlns, rector of St. Monica's Catholic
Church, at a meeting of tho St. Vincent
de Paul 3oclcty held In the parish school
of the church at 17th and Hltncr streets.
"Every decent man and woman In this
city nhould oppose the nttempt being
made to brenk down tho laws govern
ing moving plctuies," he declared. "Moth
ers and fathers must be taught to safe
guard their young." ho continued. "They
must bo convinced that the cheap novel,
tho obscene postal card and tho Immoral
moving-picture show -have nothing In
common with tho life of a wholesome
child."

"During the mosquito season, ranging
from late April to the first frost of au
tumn, the Philadelphia Nnvy Yard Is
nil entomologist's paradise," said Doc
tor Bell. "In a large measure, this state
ment applies to all of South Philadelphia,
nnd particularly that portion of It known
as tho South Philadelphia Improvement,
destined eventually to become a park and
recreation ground.
DANGER OF INFECTION.
"According to statistics, thero ore 930
odd varieties of mosquito to bo found In
North America. Most of them nre merely
annoying, save when their bites become
infected through scratching. About 20
per cent are dlscnse carrying nnd breed
ing, spreading malarial nnd other fevers.
While I would not llko to sny how many
hundred varieties of mosquito wo have
at the yard, I know, ami say in all
seriousness, that there aro varieties In
sulllclent entomological quantity down
huro to satisfy the most fastidious com
piler of statistics on Insectology.
"During something over five months of
each enr myrlndn of mosquitoes ver
itably 'blacken the air at League Island,
making life unbearable out of doors.

will count, of course, but It will not bo

city does Its share outside the gates of
tho yard.
"Inside the yard gates wo have found
to a marked extent the clilclency of a
largo body of marines, sailors of the re
servo fleet, officers nnd the several thou
sands of civilians employed at tho yard
to be seriously affected through annoy
nnco caused by mosquitoes. Then there
Is the far more Important matter of seil
ous menace to general health, through
the proportion of malaria nnd fever
spreading speclmcnts of mosquitoes wo
have found here. Wo have constantly ar
riving nt the nrd, for duty on ship rr
marine barracks, officers nnd men fresh
from tropical service, n certain propor
tion of whom nro Infected with mnlnrl.i.
Many of them ato without any sign of
It; yet It Is In their blood. Tho merely
annoying type of mosquito which bites
mi" of thoe men becomes at once n ma
laria distributer nnd Infects tho man In
health wnom he next bites. We hnve
found cases of this kind, logically attribu
table to the source t mention.
"I have seen cases of Infection from
scratching a mosquito bite trented nt tho
Yard Infirm)'. I know of an Instnnco
whore a civilian workman, who hnd his
attention dlreeted by a mosquito biting
him on tho lip ns he whs In the act of
driving home n blow when a dedgc ham
mer, missed his mark, nnd thus broko
bones In tho wrist of a follow workman. '
It has been Impossible for men to work
In the eastern end of the Island without ,
covering their heads nnd necks with net- J
ting, and their hands with gloves. Horses
nttached to lawn mowers have becotno un
manageable, and could not bo worked nt 1
all until their bodies, heads nnd logs wcro ,
protected. Marine drill became nlmost an
Impossibility last summer, for the men
cannot stand nt attention nor go thiough
the manlivers with 11 cloud of mosquitoes
hovering over them.
WortK OF EHADICATION.
"With our small appropriation of $."000
wo have been able this autumn to do 11
grent deal of work toward tho errdloa
tlon of tho mosquito. All tho cns.orn
end of the Islnnd, which wns a vast breed
ing ground, hns been gone over enrc
fully, and tho brush, tall graBs and
weeds removed. We have plowed nil
tho uneven ground, where nny water
could collect, leveled It over, and when
tho grass comes up In the spring wo will
bo nblo to cut It with 11 horso mower.
We have dug ditches for drainage In a
shallow V shape, so thut the sides can
not fnll in; and on the places where It
has been Impossible to drain oft the
wnter wo shall put oil In tho very early
spring. Wo have cut In certain parts of
the island much brush, nnd let tho sun
light nt places where previously It never
renched. In short, we havo taken nbout
every precaution possible, nnd wo should
hnvo results to n certain extent next sea
son. "Hut they cannot be very wide In area
unless tho cltv co-operates In llko meus
uro of work, and thnt cannot be dono un
less tho money Is foithcomlng. Wo would
like to do all we can to destroy the bad
reputo tho League Island Nnvy Yard
has In the opinions of officers nnd men
throughout the service, In respect to the
mosquito pest, and make the Yard not
only morn habitable during the mosquito
season, but permit those quartered thero
to enjoy outdoor life, a thing that up to
th's past summer, Inclusive, has been
practically Impossible."
Offlclnls In the Department of Public
Works did not care to commit themselves
as to the ntnount of appropriation needed
to star the antl-mosqulto campaign which
should quickly begin by tho reclamation
of marsh land In extreme South Phlladcl
phla, either permanent or tidewater, and
tho proper draining of such territory as
cannot bo reclaimed, as well ao the cut
ting of high grass, weeds and brush so
thnt tho sun can get at spaces otherwlso
Impossible.
J. A. Vogclson, chief In the Bureau of
Health, expressed approval of the work
that has been dono in tho Navy Yard
under Doctor Bell's direction, and said ho
would be pleased If his huieau could havo
$10,000 with which to begin such part of
tho work of mosquito abatement as comes
under the Jurisdiction of tho Health Bureau.
