Apparent Reason for Lack of Demand Is That Amer
ican Investor Does Not Care for Foreign Securities.
Big Dividend Talked of for General Motors
. Kw YOUKi DcP 9
EverytliliiR ciso on the Stock KxclianRe today wis ovorBlnulowctl by the
weakness of Anglo-French bonds, Tlicy sold ns low its 98, or 1 per cent.
below the syndicate lirlcc nnd tt new low record alnco they were brought out.
Some were sold to bo delivered In 20 days nnd some to be delivered In 30
days. Around 2 o'clock a block of $265,000 chntiged hands tit 0B. The syndicate
which underwrote the bonds dissolves on December 1R. The Street was nt
n. loss to nccojint for the weakness III the bonds, but the common theory was
Hint It represents activities of the hear element to put the worst possible
faco on the market for the loan.
It hrtB been known for some few days now that the loan has not Rono
well and that the syndlcnto would probably be compelled to lake quite a
larso block of the bonds. There Is and, In fact, has not been any fear that
the $500,000,000 loan would fall. The syndicate Is too -stronR for that. Utit
tho fact that reports have pone through the Street that the bonds have moved
very Blowly has been Rrent capital for the bears.
The slowness with which the AtiKloKrench loan has been absorbed Is Inrcely
due to one factor which has nothing to do with merits of the bond Itself ns nn t iinrm lrotliH. .'.'.'. '.'.'.' SI

Investment. That Is the provincialism of the American Investment market
Tho Investor here hus never tnken kindly to the thought of foreign Government
bonds because he has never been used lo thm. Ills first xperleurp naturally
finds him n little backward. Another aspect of the poor market for the bonds
1b tho relation It bears to tho current peace talk. Tho tendency of most Investors
to hold off from the market In the expectation of lower prices may be considered
ft reflection of fltmnrlul Judgment upon the probable length of the wnr. About
tho domestic loans of the allied nations n slight doubt may perhaps be reason
able If war should bo greatly prolonged.
Hut no reasonable man entertains any doubt of the complete safety of the
external loans of the Itrltish and Kronen nations. The llrst lent signs of peace
ought, to reflect In strength In the market for the Anglo-Kreiich bonds, for peace
will see them take their proper rank in the Investment list.
Price movements on the Stock Kxchange today were Irregular. Tho greatest
activity was lit the the war specialties, and General Motors nttroeted the most
attention In that group, advancing 12 points to a new high record of 558, the ad
vance being accompanied by reports that tho company would declnre a 100 per
cent, dividend within tho next ten days. No confirmation of this could be had,
In tho early part of the session Studebaker was quite strong, and at Its high
point It was about 20 points' under the extreme top made Inst October.
There does not seem to be any good reason to doubt that tho movement
Is lilghly professional In character. Nevertheless, unless tho market was In a
position to move, It Is certain that professional buying alone would not have
had so marked nn Impression. The speculative people In charge of the market
In Studebaker can do pretty much what they like with the stock. They are
big- plungers. In one commission house there Is a speculator who took a big
position in Studebaker on tho previous rise. At 195 he had paper prollts of
something like $-100,000. At tho bottom of the recent decline these profits
hnd sunk to less than $100,000. Nevertheless, he stayed with his stock, and
In the Inst few days has been boasting that he will not sell under 250.
The coppers made virtually no response to the dividend announcements,
which ijerhnps. tut well as anything else. Illustrates the stagnation prevailing.
But these announcements hnd been generally expected, nnd the people behind
the speculative market for the coppers rarely leave anything to chance. It
mny ho taken for granted, therefore, that the development of clulness nt this
time In the coppers Is a part of tho general campaign In those shares.
Tho remainder of the market, however, presented much the same appearance
of lethargy. The only signs nf speculative Initiative outside of tho motor shares
lyoro found In he silver shares nnd a few oher of what are popularly known ns
tho "pups." fndoubtedly n strong pool la nt work In Ontario Silver, thnt stock
rising today to 12 3-8. ltatopilas mining wns also taken in hand again and'

LONDO.V.'Oce. !. Although trading in
Eceurltlca on the Stock Kxchnnge was not

railway shares showed Irregularity.
The American group lacked steudiness,
but rallied from the lowest, with dealings
on a smnli seme. .SYi.tlment In Canadians
was cheerful. Argentine . niils were
mixed. Business In shipping descriptions
wns active nnd the tone wns good owing
to the cont'nurd high freight rates. The
foreign department wns stonily, but Ilus
