Selling prrssilro continued at the opening of the. Slock ttxehnnge toilny,
and nearly everything on the list went to lower levels. The wnr specialties
led on the downward turn, nnd some of the losses In Hint group were quite
lnrge, notably In Oencral Motors, which fell 10 points. Support In tho early
hours was almost entirely absent, although It was said by some that there
was considerable buying by large Interests on the scalo down.
Sovcrnl reasons were advanced for the weakness In tho wnr stocks. Tho
bears tried to mnke capital out of the speech of Prank A. Vnndcrllp, president
of tho National City Dank, on account of his Intimation that manufacturers
might find It advisable to get out of tho war supply business, as he pointed
out that, even should tho wnr continue, tho belligerent nations would not
have enough money to pay for supplies.
Humors were current Hint the President's message to Congress would pro-
vldo for tho taxation of wnr munition manufacturing plants and also for an
export tax. It was pointed out that nn export tax cannot be levied under tho
Constitution, but then It was said that this could be gotten nround by an amend
ment. More meat for tho bears on the war stocks were news dispatches from
France and Knglnnd that those countries nro extending themselves as much ns
posslblo In tho manufacture of munitions, so that It will not ho necessary to
spend so much money In tho Cnlted States.
While the market showed some slight Improvement around midday. It
wis very short-lived. There was renewed selling in tho nfternoon, and prl'eo.4
were driven down throughout the list. Demand on tho declines was absent.
As wns the case In the morning, the wnr stocks were the chief leaders on the
down swing. No special news was forthcoming to account for tho weakness.
Losses rnhged from one to four points, while General Motors was an excep
tion, still being down ten points. Late In tho day the market rallied, but the
majority of the list showed losses for tho session.
Tho strength of the copper metal market failed to hold the copper shares
and substantial losses were shown in that group. Production by the Anaconda
Copper Company In November was 2J.40O.O0O pounds, a decrease of C00 000
pounds as compared with October, when tho output was 24,900.000 pounds ti...

Federal Reserve Bulletin Tells
of General Improvement in
Nearly All Branches
According to the Federal rtrserve Bul
letin. Issued today by the board concern
ing District No. 3, business conditions
throughout this district are gradually be
coming better nnd substantial Improve
ment Is belns reported In nearly all l'.nes
Hills and factories of nil kinds nrn work- j
Ing at nearer normal capacity thnn for i
some time. Some concerns have voluntnr- I
lly Increased wages and reduced. working
hours, and. In many cases, payrolls arc
Inrnrr thnn thev hnve ever been. There
Is' a dearth of skilled mechanics nnd labor
generally seems to bo fully empioyeu.
A decided Improvement Is reported In
coal mining, many collieries working to
capacity. Shippers, however, nre con
fronted with a shortage of cars, which Is
Ilkilv to check the oiitnut to some extent.
Crude oil nnd oil refining are operating
nt full time, with a good tlentnna ana in
creasing prices. Considerable, foreign
business Is being done. Agricultural con
ditions nro generally good and the farm
ers have had n prosperous year. Tn somo
sections tho corn crop Is only about CO
per cent, of normal, duo to storms during
the growing season. The apple and crnn
berrv crops nro reported as satisfactory.
The' Depnrtment of Agriculture reports
the average yield of nil crops for this
year to be considerably above tho aver
age yield for the last few years. The
tobacco crop has been good, and It Is
curing nicely. There Is Increased nctlvlty
In the leaf tobacco market, nnd satisfac
tory conditions prevail with regard to
cigar manufacturers.
General retail trade throughout the dis
trict Is Improved, and merchants, antici
pating n brisk holiday nnd winter trade,
are buying freely. Tho textile trades nro
running nt nenrly normal capnclty, knit
ting mills in particular showing much
Improvement. Silk nnd lace mills nro
very busy, nnd four now mills nro being
bulU in eastern Pennsylvania. Many ho
siery mills are doing a cnpnclty business, I
but it Is predicted that Borne will oe com
pelled to close unless a Bupply of dye
stuffs can be obtained or clso white ho
siery becomes tho vogue.
Acceptance Business Extended
WASHINGTON, Dec. 2,-In order to
bring the advantages of tho Federal He
serve Banks closer to the American busi
ness man engaged In tho buying, selling
and shipping of merchandise, the Federal
Rescrvo Board today Issued a new regu
lation extending the scope of the trans
action of Federal Reserve banks In ac
ceptance.. Heretofore Federal Reserve
banks have been restricted to lending
money on notes secured by goods being
either Imported or exported. Today's
regulation permits the Federal Reserve
banks to lend, under prescribed regula
tions, on paper secured by goods shipped
from ono point to another within the
United States.

strengthen the cash position irenernlly.
Wheat advanced 3 cents in nil, while
corn and oats olso hardened sharply.
Canada's action and the Eastern railway

estimated at 200,000 bushels. The receipts
