In answering tho question as to whether
he will oppose tho consummation of any
contract between the city and the Phila
delphia Rapid Transit Company which
will require the city to make any con
tribution toward the protection of the net
income of the existing company, greater
than the amounts required to pay a rea
sonable return on tho capital actually
paid In on Union Traction Company stock
and on the Philadelphia Rapid Transit
Company stork, or greater than the
amounts necessary to reimburse the exist
ing company from actual loss to Its net
Income which might result from Its co
operation with tho city In the operation
of the lines proposed In tho Taylor plan,
Mr. Porter said that ho considered as
eminently fair and Just" a provision for
compensation for "any loss in net Income
resulting from tho construction of tho
high-speed lines." He added:
"What return such payments would
yield upon the capital actually Invested
is a question which I have not studied,
and which It does not seem to be neces
sary at this time to consider,"
The Independent candidate declared that,

Philadelphia Rapid Transit Company car
rying out Its agreement to abolish ex
change tickets.
"The 'Program for Rapid Transit Devel
opment" published May 27, lfllj, provided
for the gradual elimination of exchanges
tickets over a period of years, nnd with
ample 'compensation to tho company," ho
said, "This provision strikes me as Just
and fair, and I understand that It was
accepted by the oincers of tho transit
company. I will Insist upon the execution
of this agreement and, failing that, I
will Insist upon diminution 'by due
process of law.' "

guns havo silenced tho Allies' artillery,
which was bombarding the Turks' posi
tions on the Galllpoll Peninsula, It was
officially announced today. The follow
ing statement was issued by the Turkish
War Office.
"At Sedd-EI-Bahr our Incendiary bombs
set tho enemy's trenches on his right
wing on Hre. Tho Anglo-French artillery
that was shelling our left wing was
silenced by our guns. Elsewhere every
thing was quiet."
