SPECULATORS ARE PAYING CASH
FOR STOCKS IN WALL STREET
Instead of Being Shaken Out by the Exacting of Higher
Margins, They Are Back
With Money

These purchases have been In such Iotro amount. In fact, as to create the Impres
sion that tho publlo was affronted by tho action of bankers and brokers last Week
In exacting moro collateral on loans and mora margins from speculators. In
this attitude- customers of several houses have been encouraged by their brokers.
Specializing In the war stocks and obliged to securo wider margins or sell out
their customers, these brokers have not hesitated to say that the banks deliber
ately planned a shake-out.
The public refused to bo shaken out. If tho brokers wanted moro margin
the great majority of customers showed their willingness to supply It. It tho
banks would not let tho public get stocks without paying cash in full tho
publlo would show them. It would pay cash at 100 per cent, of market value
and would ask no more credit. Nobody could say a word If tho small Investor
wanted to buy stocks and had tho money to pay for them.
One; house In tho first hour today bought $350,000 worth of stocks outright
for customers who had paid In full. Most of thpso wero In lots of less than
100 shares, but It would bo a mistake to conclude that all of tho cash pur
chases are for persons of moderate means. A broker from St. Paul, who was
here today, narrated an Instance of a woman who had bought 200 shares of
Bethlehem Steel and 100 shares of Wcstlnghouso at tho high prices. The
broker said he endeavored to dissuade tho woman from tho Investment. Sho
would not ba turned aside. If he would not execute tho order she would find
a broker who would. "What can you do when pcoplo act like that?" the broker
Inquired.
In the stock market today tho war specialties wero again the centre of In
terest, some wldo advances being scored In this group, while, the railroad shares
were reactionary under realizing sales. Tho losses In the rails, however, were
not exeat. Studebaker made, the largest gain, 13 points, whllo Bethlehem Steel
was only a half point below that at 12W, reaching a new high record of 461 J.
Baldwin Locomotive rushed up eight points and Cruclblo Steel rose about four.
Tho market was Irregular at the close. Somo of tho gain was lost by tho
specialties In the final dealings.
Business Conditions Improving
Striking Indications of business Improvement wero presented today. Tho
fortnightly bulletin of tho American Railway Association showed that the
surplus of Idle cars on tho railroads of tho United States and Canada on
October 1 was 78,299, as compared with 185,009 on September 1, a decrease of
106,710. The surplus is now no greater than is demanded by the increasing
crop movement. Iron oro shipments In September were 7,863,146 tons, the
largest for that month in tho history of the trade and exceeding tho best
previous September by B67.000 tons. Such figures as these show real basic
improvement In business.

were many profit-taking sales during- the
call on the cotton exchange this morning,
the market opened firm, 17 to 25 points
higher. Thla upturn was ue to an enor
mous demand. Wall Htreet interests and
commission houses sold. The cables from
Liverpool were strong and these, with the
weather in the belt, were the chief In
fluences that brought about the big demand.

tho moment Is the Northcllffe press at
tack on the Foreign Ofllco over the al
leeed failure of our Balkln diplomacy.
It commenced on Friday last, and now
Is developing Into a general attack upon
tho Oovernmcnt and upon tho press cen
sorship. The only Minister so far spe
cially excepted from blamo Is Mr, Llojd
GcorRC. Much wrath Is expressed here at
The Dally Mall's wnr map. Tho nows
paper press Is foiling afoul of the censor
ship. 8lr John Simon's letter shows the real
responsibility to be so much distributed
thnt no particular person can bo fairly
blamed for all tho mistakes that are
made.
The present wave of pessimism, though
largely, artificial, may lead to political de
velopments at home, but most of tho Lon
don press critics are too violent and too
much discredited to shako the Oovernmcnt
unless It yields to their clamor for dan
gerous and unpopular measures. The
northern provincial press keeps a clear
head, and the flnnnclal and cconomlo sit
uation Is now coming to be better under
stood. German and Austrian war finance can
not last much longer, and our policy
should therefore be to limit our obliga
tions by tho practice of the severest
economy both In public and In private
expenditure.
Economy Is difficult for military officers,
also for Individuals who are making
money fast, and for working men earn
ing high wages. The war profits tax
will, however, have a salutary effect upon
private expenditures of war contractors
whom It obliges to think of future taxes
as well as present profits.
Farslghted critics continue to urge
further taxation upon luxurious ex
penditure of all kinds because the float
ing of new loans before new money haw
been saved must mean an inflation of
prices.
Luckily for the working classes the
world's harvest statistics point to cheaper
bread.
The embargo on cotton goods indicates
the official belief here that Germany
lacks clothing.

CHICAGO. Oct. 13. Bullish fotelgn re
ports and the strength displayed by out
side markets buoyed the local grain mar
ket over the holiday and prices advanced
today at tho opening. There was a slight
reaction In the early hours and quota
tions declined slightly. Renewed buy
ing sent prices upward later In the
day, December showing a gain of 3U
cents at the close and May 3 cents.
Shorts bought early and helped to sus
tain prices. Offerings were light. Ar
rivals are growing. Commission houses
were good buyers of wheat before noon.
A bear, report indicates that the agita
tion for the removal of duty from
Canadian wheat Is to be pushed. In the
past few days the Importation of flour
from Canada has been heavy. It Is be
lieved that the purchasers were caught
short and were compelled to buy to fill
old orders.
