retaining the tariff on augar, aa for

today by Secretary of the Treaaury Mc
Adoo, further tariff changea are contem
plated by Prfaldont WILion. General re
vision of the Wilson-Underwood law Is
not contemplated, but considerable change
In existing schedules are seriously con
templated. Increase of tariff on whisky, beer and
tobacco Is among the revenue measures
In sight. A popular phrase here la that
"only the grace of God and Representa
tive Stanley, of Kentucky," prevented In
crease of whisky taxes last year. Induc
tion of the exemption limit on tho In
heritance tax, to reach Incomes probablv
ns low as 'JWOO or even 11500 a year, Is
suggested.
McAdoo's announcement was regarded
todny as ofllclally declaring the Admin
istration's policy. The Democrats will
defend the apparent repudiation of the
President's personal Insistence for "free
siifiar" as an adherence to the Demo
cratic doctrine of "tariff for revenue
only." The Administration was stated
today, however, to be opposed to Increase
ot the wool schedule duties.
An Issue of Panama Canal bonds for

rolled out of a house while the family
slept early yesterday, was found today
lying In the street at Marshall street.
