world Is awaiting the announcement of further largo orders for war materials.
Thto hope has been the real basis for the recent buoyancy In the Industrial
Mock which. In many Instances, are regarded by conservative brokers as
bavins; discounted any such developments. It Is also pointed out that It Is
quite possible that the foreign government agents went ahead anyhow and
placed the orders lately given so much prominence In print on the expectation
f-the success of the loan negotiations In which caso the advances In the stocks
of the companies thus benefitted have already more than fulfilled expectations.
Bto that as It may brokers continue to advise their clients to be extremely wary
In their market operations. There has been exceedingly heavy liquidation of
late na Is sufficiently proven by the series of "Million share days" In Wall
treet. "When the big men want to unload they almost Invariably conceal their
operations through churning up the list Into excited activity," remarked nn
astute trader today. "The public then falls over Itself to como Into the market
nd In a little white finds that It has the stocks nnd the big men have tho cash."
It may be too soon (o Bound a note of warning In such unprecedented times
the present, but It Is nevertheless a well known stock market axiom that
million share days In n prolonged scries usually mark the culmination, nt least
temporarily, of an upward swing.
The tone of the stock market In the early dealings was Irregular, somo
Issues making substantial gains, while others were supplied freely nt i onccsBlons.
1 Rock Island attracted most attention, owing to the new litigation and the agree
ment as to the new board of directors. First sales were recorded as 4000 shares,
t 23V4 to 25, against 22 at the close yesterday. Tho prlco later receded. Phil
adelphia Company gained four or more, and Goodrich Rubber moved up sharply.
Continental Can continued Its Upward movement, opening up six points to 114,
end after reacting rose somo nix points further. The copper stocks were also in
good demand.
Baldwin Locomotive dropped sharply, but rallied again later. Reading de
clined slightly, and fractional losses were sustained In Atchison, Baltimore and
Ohio and Erie. United States Steel common ruled firm, and Reading 8teel Spring
was again In demand.
The Street regarded the statement of the Crucible Steel Company as favor
able, particularly as the last month 6f the fiscal year, which was not Included, Is
known to have been highly satisfactory, and. tho Btock moved up.
Sharp declines began to appear around midday. United States Steel was
heavily sold and prices reacted all around. Studcbaker was a weak spot, and
most of tho earlier Industrial gains were reduced or cancelled as the bears
raided the market on tho news of the slnklngcf un American ship by u Russian
mine. Tho trading volume again passed the million mark around 1 o'clock,
making tho fourth consecutlvo day.
The scare over the sinking of the American vessel quickly subsided when
It was found not to be of the same Importance ns the Lusltanla and Arabic
complications and prices rallied sharply all around to or above the best levels
of the morning. Shorts were caught napping and In the scramble to cover bid
stocks up on themselves. A stimulating- factor was the St. Paul August report
of earnings showing a net lncreaso of no less than $352,016 for the month and
a net gain of $779,846 since July 1. ,
The houses with foreign connections had largo orders for the sale of
securities for foreign account. They considered It highly significant that, while
this liquidation of American stocks and bonds was stayed during the loan
negotiations. It should be resumed now that the terms of tho loan have been
announced and considered. The great objection to the loan from the British
standpoint, they reported. Is that the amount is insufficient for the needs of
tho Allies. That accordingly further loans must be made here or abroad and
that tho high interest rate will necessitate a higher interest rate on further war
loans In Great Britain and France.
Foreign exchange rates ruled steady except for francs, which hardened
sharply.

CHICAGO, Bept. 30. The ghorts In
September wheat were badly squeezed by
the holderg of thnt option near the closo
of the Board of Trado today, September
being run up 114 cents from the open
Ins. Thl was tho last day for exercising
options In that month. September opened
at 101's and closed at 1164. The market
opened dull with prices a trifle better
than yesterday's closing quotations and
apparently firm. Dulls who did another
lightning change act and became sellers
lato yesterday afternoon because of an
Improvement In the sterling exchange
situation, heavier receipts and a report
tif an advance of tho Allies at tho Darda
nelles, wcro conservative today. In con
sequence trading was light.
Arrivals of all cereals are becoming
heavy and, It Is predicted, will have a
hold-buck effect on the market. The total
Interior movement during the last three
days Is estimated at 3,000,000 bushels
greater than tho same period of tho pre
ceding year. Unsatisfactory weather re
ports from the Northwest nro tempor
arily offsetting the influence of tho in
creased movement.
Exporters are feeling the pressuro if
the high ocean freight rate, 80c per bushel
for wheat being demanded out of Now
York. It Is believed that this has been
tho chief cause of restricted foreign trado.

Philadelphia Company securities sud
denly became prominent In the trading
on the local exchange today, advancing
sharply. The common stocK roso nearij

Wall street, while United Railway Invest
ment Bs were also In demand. Favorable
earnings here also were said to be tne
stimulating factor. The preferred moved
up about a point. ,
Talk of a possible lncreaso In the pre
ferred Philadelphia Company dividend ac
companied the rise, whllo In New York
the United "Hallway Investment BtocKs,
which control the Philadelphia Company,
also moved up. It Is understood that a
plan of readjustment of the capitaliza
tion of tho parent company will tie
brought out In the near future and will
materially strengthen Its financial posi
tion.
Cambria Steel was much less active
than of lato and fluctuated rather er
ratically. The selling was by no means
as largo and did not appear to come from
the same quarter as In the last few days
On the other hand, heavy buying of Brill
set In at the outset and carried the price
up sharply about two points. Baldwin
too, ruled strong, though relatively quiet
Nothing new came out an to deals, etc
but rumors that the Brill Company would
figure In somo sort of merger were per
sistent Itapld Transit Improved slightly
on predictions of larger gains In Septem
ber earnings,
Tho latest local steel merger report,
at varlanco with the rumors of previous
days this week, concerns only the Cam
bria and the Pennsylvania steel compa
nies, and does not take Into consideration
tho so-called Morgan-Corey or Schwab
du Pont steel and munition combines it
Is reported now that the. merger of Cam
brla and Pennsylvania Is not likely to
result In any new people assuming control
of tho combination, which means that thi
Frlck-Donncr Interests would dominate
tho management Tho story goes so far
as to say that the" two concerns may bs
given a now name.
When the New York market turned
weak the local list followed suit United
States Steel and Cambria Steel slipped
off quite sharply, and Baldwin lost Its
earlier gain. Electric Storage Battery
tumbled 2 points, but tho declines were
short lived. Cambria recovered more
than Its loss In the late dealings, when
tho whole market rallied under the lead
of U. S. Steel and the other arbitrage
Issues. Previously Pennsylvania Steel pre
ferred had fallen 3 points.

At a meeting of the board of directors
of the United Oaa Improvement Company
held today, resolutions of respect for the
memory of Rudulph Ellis were adopted,
and Edward T. Stotesbury was elected

and In July ,712,616,670. September Is
usually one of the busy fall months com
mercially, nnd activity has reigned in the
stock market the last month as well.

September Liveliest Month Since 1900
in Local Market
The volume of stock transactions on
the Philadelphia Exchange for Sep
tember eclipsed all records since the
lively days of 1900. They passed the
million mark, compared with 330,000, the
average for the month during the past
three years. To Cambria Steel was at
tributed the surprising activity.
Last year the exchange was closed on
account ot the war at this time. The
greatest aggregate for any one month of
the present year was 627, tS2, In August.
Transactions In bonds for September took
a distinctly opposite course, the total of
$4,147,257 being the smallest Since January.
Bond dealings In September were of
fairly good volume, exceeding $1,150,000
par value. In April, May and June this
year, bond sales were above $1,630,000.

ot large buying orders cotton opened strong
this morning, with October up 18 points and
the later options 10 to 24 points higher. The
chlet Influences were the weather In the belt
and the better cables from Liverpool. Many

tent that prices were forced down 11 points
from the highest before the end of the first 15
