Detectives Chase After Ship and
Take Negro Accused of Running

held up In the Delaware River last night
while police nnned with n warrant board
ed tho vessel and placed Clem "Per
kins," a negro, under arrest for the al
leged conducting of a gambling houso
In Atlantic City. Perkins denied that ho
Is the Clem Uorden mentioned In tho
warrant. Detective headquarters sent for
a photograph of tho man wanted, and
they assert that It Is a positive Identifi
cation of "Perkins."
Detective Harbrldge and Acting De
tective CunlfTe, of the 3d and De Lancey
streets station, hurried to the steamship's
wharf when word was received at City
Hall that Borden had booked passage on
the Cretan. They reached the pier as
the vessel swung Into midstream. Hur
riedly obtaining a cutter tho detectives
put out for the ship.
Three searches were made of the ves
sel before "Perkins" was discovered. As
the detectives were about to give up the
search they spied a negro dressed is a
cook standing In a companlonway. Hu
bore a suspicious resemblance to the. de
scription of Bordeji and tho officers of
the ship wero unable to tell how he man
aged to get aboard. Investigation of tho
negro's baggago Indicated that he was
prepared to adopt several disguises at
short notice If necessary.
He was taken to City Hall and an ur
gent message was sent to the Atlantic
City police for a photograph. When It
arrived It. proved, nccordlng to the de
tectives, tnat "Perkins" and Borden are
the same. He will be orralgned at cen
tral station today and held for requisi
tion papers from Atlantic City.

FUNERAL OF CAPT. J. J. KNAPP
Late Navy Yard Commandant Will
Be Buried Tomorrow
The funeral of Captain John J. Knnpp,
late commandant of the Philadelphia
Navy Yard, who died suddenly on Tues
day at the Naval Hospital, will be held
tomorrow In Washington, according to a
statement Issued from the executive
ofllco of the navy yard. The Bervlce will
bo marked by military honors and will bo
followed by Interment In tho National
Ccmttery at Arlington,
Arrangements for the funeral are being
made by Lieutenant Commander C. D.
Price, senior ofllcer at tho navy yard,
nnd Paymaster John J. Knapp, Jr., a
son of the late captain. Lieutenant Prlco
will assume temporary command at
Lcnirue Island, pending the appointment
of Captain Knapp's successor by Secre
tary of the Navy Daniels.
Although Captain Knapp had only been
In command at the navy yard for three
months he was pronounced one of the
most popular officers who had ever occu
pied the post. Tomorrow all flags nt

Chief Bookkeeper in Office of City
Treasurer
After an Illness of several months Wil
liam W. Summers, chief bookkeeper In
tho City Treasurer's office, died this morn
ing at his home, 1G27 North 3il street.
Mr. Summers, who was 53 years of age,
underwent an operation for Intestinal
trouble last December and, although ho
turned tc his desk, ho never fully recov
ered his health. About three weeks ago
he was forced to give up his duties.
He wa appointed n clerk In the State
department of the City Treasurer's ofllco
In April, IKE. Ten years later he was
ndvnnced to the position of assistant
bookkeeper, and In 1904 was promoted to
the chief clerkship of tho office by Henry
It. Shock.
Tho deceased was prominent In 'Masonic
circles and was n member of Covenant
Lodge, P. and A. M and also of the
Independent Order of Odd Fellows. Ho
belonged to a number of social and polit
ical organizations.
