NEW YOIIIC Sept. 29.
The latent, twist to the reports of a big Independent steel merger permeat
img Wall street today Included tho TltUburgh Coal Company In the deal. It was
tmHL that tho stock holdings of the Oliver family had, within tho last few days,
Wen transferred privately to Interests which hnve been accumulating Pitts
burgh Coal common and preferred In the open market and that this was
evidence of progress In a plan to hook up the big coal concerns with the Mid
vale Steel Company. Some rather definite statements were nlso made that the
Baldwin locomotive works would be shortly merged with Midvale. It Is known
that a conference was held between William II Corey, tho new head of tho
ordnance company, and Alba B. Johnson and Incidentally Inspected tho big
Philadelphia plant. According to rumor the combination of the three concerns
will come first and later other plants, such as those of tho Cambria nnd
Lackawanna steel companies will bo Included. Pittsburgh Coal stock re
sponded with a two-point rlso to the report, but did not entirely maintain
the gain.
Once more the war stocks dominated the early dealings n Wall street today.
Aided by tho definite announcement of the conclusion of tho Anglo-French loan
arrangements and tho fact that the proceeds will be used to pay for war
munitions without discrimination sent prices skyward at tho outset. Baldwin
Locomotive was tho feature, somo 8000 shares changing hands at prices rang
ing from 135 to 140. against 128 at the closo last night. Tcnnessco Copper re
sponded to tho new acid contract and reports that tho du Pont Interests were
seeking control. On tho other hand thero was selling of United States Steel
by those who believed a merger of Independents might causo severe competition
to develop. Republic Steel was buoyant and so was Lackawanna Steel for the
same reason that depressed United States Steel, and this was also truo of
American Locomotive, control of which was rumored to have changed hands.
Crucible and Lackawanna both surpassed nil previous records.
Although heavy proflt-tnklng sales were apparent toward tho end of tho
first hour, tho consequent reaction wan slight. Over 436,000 shares changed
hands by 11 o'clock, tho biggest total of the week for that period. Gloss,
Sheffield, Goodrich, Wcstlnghouse and Air Break all moved up. Favornblo
August reports of earnings by the Erie and Northern Pacific helped sentiment.
Both roads showed good gains In gross nnd net. On the other hand tho Union
Paclflo report was something of a disappointment showing slight decreases.
The million shnre mark was crossed by 1 o'clock. Continental Can
joined tho record-mnkers of tho early afternoon, swelling up over 16 points
from yesterday's close. Bullish activity extended to the railroads in mid
afternoon. Reading nnd Union Pacific leading with gains of about two
points,
In tho lato trading proflt-tnklng caused sharp reactions, Baldwin lost all
of its gain, while Studebakcr, General Electric and others went well below last
night's closing quotations. United States Steel was heavily sold, but did
not suffer very severely from the process, evidently meeting support.
The, closing of tho loan negotiations was followed by a weak market In
London. Bonds of the last British war loan, a 4 per cent. Issue, sold thero
at 974 or close to tho price at which tho Anglo-British bonds at 6 per cent.
Issue are to be sold to the American public. II. G. S. Noble, president of tho
Stock Exchange, let it be known today that the regulations of tho Exchango
would be amended so that tho $500,000,000 Anglo-French bonds might be ad
mitted without tho customary chargo of percentage on capital and without
other restrictions such as compelling tho high contracting powers to furnish
an Income account and a balance sheet of nil assets and liabilities.
Rise in Foreign Exchange
As a result of the official announcement of the terms of tho big war loan
the foreign exchango market advanced sharply his morning. Demand Sterling
opened up to 4.71tf and later touched 4.72, while cables rose to 4.72.
On the other hand there was a sharp drop in Francs Cables from 5.85
to fi.79 with demand at 5.81, against 6.86 last night. Trading was very
erratic and official quotations difficult to obtain.

American Locomotive Company Changes Hands
The Mellon Interests of Pittsburgh, headed by Andrew Mellon, who was
elected a director of the American Locomotlvo Co. about a year ngo, have
secured control of the Locomotive company and Pittsburgh interests expect
big things of tho stock in the near future. Shell orders totaling approximately
3S,000,000 aro being filled by the company, tho first shells to bo shipped on
or about October 7.

trading light and scattered. Like corn,
oats will follow the trend of wheat, al
though the present undertone Is not
looked upon with favor.
Export sales reported totaled 900,000
bushels of wheat, making sales of 2,250,000
bushels recorded In two days.

cheerful feellnic on the Coffee Exchanxe at the
start today. Futures continued to move up
ward and trading was on a larRer scale.
Opening quotations displayed Rain of 2 polnta.
At the close the market was steady, with
prices unchanged to 4 points above last nlght'a
nnals. Sale, for the day amounted to 10,250
bags, compared with 3750 bag. yesterday.

ondly, free traders dislike Import dutlei ,
without a corresponding excise. Thirdly,
there Is much dissatisfaction with to
abolition of the half-penny post, both for
postcards and newspapers. Newspapers
have been struggling with adversity since
the war began, for costs have been risinz
while advertisement revenue has declined
severely. Henco tho increased rates on
press telegrams will mean less news.
