High tribute to George D. Porter,
independent Mayoralty candidate, was
paid today by Mayor Blankenburg In a
letter accepting his resignation as

and those of officials under previous
administrations is clearly pointed out by
the Mayor. He calls attention to the

Pennsylvania's football team this after
noon put on the finishing touches, for
Its opening game with West Virginia to

BERLIN, Sept. 24.
Field Marshal von Mackensen's army

Tho Czar's forces In that district, which
Is north of PInsk, suddenly launched an

and they were forced to withdraw from
the. east and northeast of Logoschln.
Mackcnsen, after capturing Plnsk, has
been driving on Minsk, a railway centra
of 100,000 population, dominating lines to
Moscow and the interior of Russia.
The War Odlce admits that strong
Russian attacks have forced Ma ensen

reach the Vilna-Rovno Railway.
Today's report of the General Staff also
admits -a minor victory for the Russians
at Vilelka. While the retreating Russians
were proceeding along tho Llda-Petro-grad
railway they turned upon their pur
suers and. In the fighting which followed,

nounces the recapture of tho villages Of
Ros and Strlgge.i together with more posi
tions before Dvlnsk. The Germans took
1000 more prisoners.
Prince Leopold's army has broken tho
resistance of the Russians along Its en
