NEW YORK. Sept. 22. Further evidence, that the business conditions of
(be country nro on the upswing came to light today In the shape of tho figures
ef the dividend and Interest disbursements which will bo made ,to Investors
la October. Tho total amount which wlll.be distributed will bo $181,022,818.

Indication In the street is that the monthly figures will bo swelled from now on,
Rd with the Increased Industrial activity It Is probably safo to say that such
will be tho case.
Dividends will make up 894,922,858 of tho grand total, an Increase of
I14,7JC,128 over last year, and the stockholders of Industrial companies will
receive $80,257,752, Just $13,002,621 more than was distributed In the same month
, last year. This shows very conclusively what a large part the Industrials are
playing In the general mending of business. It is true that the prosperity which
BMiny of them are now enjoying is duo in large mcasuro to the numerous orders
for munitions which have been received from tho warring nations of Europe,
but the fact must not be lost sight of that tho domestic demand Is becoming
better. This Is particularly so with respect to the steel trade.
In line with the Improvement among the industrials It Is Interesting to note
that the average prlco of this group of securities on the Stock Exchange was at
the highest this year at the start of trading this morning, crossing 108. The
Mgh point last year was slightly moro than 83. dn the other hand, the railroad
(bares, In which very little has been done on 'Change, particularly In the last
few weeks, sold around 99 today, whereas tho high point in 19J4 was a trifle
more than 109.
Declaration of the $50 cash dividend by the General Motors Company,
which will call for tho payment of $8,250,850. will play an Important part In the
larger distribution of dividends next month. Among the more Important
changes In dividend payments, thero were eight companies who were added
to the list, seven which made larger payments, while five omitted payments
and three declared smaller disbursements. According to figures compiled by
the Journal of Commerce, tho October dividends summarize as follows: Itall
toads. $25,681,634, ngalnst $25,451,634; Industrials. $60,267,762, against $47 266 231'
street railways. $9,083,452, ngalnst $7,505,846. The total interest payments' will
be $86,100,000, an Increase of $4,300,000.
Attention In the stock market was almost entirely centred in tho war
specialties throughout the day, and sharp gains were mado by various slocks
In that group. New high records were chalked up by Bethlehem Steel and
Studebaker, the former touching 559 arid tho latter 146. Bethlehem's gain was
slightly more than 4 po.lnts, whllo the latter was up 6 points at one time.
Movements in me list wero irregular, tho railroads still hanging back. A
strong stock among the old standard issues was United States Steel common
and at one time It was up within a fraction of 3 points and at the top mark
for this year: also the highest It has sold since 1912. The strength of this
stock was attributed to the betterment In tho steel trade which has beon
going on steadily, and to reports that tho net earnings for tho lost quarter
would be $50,000,000. The closing was Irregular. Ono of the most active stocks
In the late dealings' was United States Steel. Baldwin gained a new Jtop in tho
last few minutes. Westlnghouse was weak.
War orders, or rumors of them, played an Important part In the upward
movements In the specialties today. Admission by the "Westlnghouse that
orders aggregating $60,000,000 had been received led to the belief that other
companies had them, although no details could be learned.
Westlnghouse Increases Dividend; 'tyar Contract Announced
The Westlnghouse Electric and Manufacturing Company today declared
a quarterly dividend of 1 per cent., an increase of per cent. Following tho
meeting of the directors the following statement was given out: "The com
pany has received contracts for the manufacturing of war munitions aggregat
ing about $60,000,000, tho greater proportion of which is a contract for rifles,
which are to be made in factories in New England."

Agreement Reached on Four Points of Loan to Allies
Much progress Is understood to have Teen mado by the bankers conferring
on the huge loan for the Allies, and although no official statement has as yet
been Issued It Is understood that four vital points havo been agreed on. These
are as follows: That the Joint obligations of Great Britain and France shall
mature in five, and not ten, years; that tho rate of Interest shall be 6 per cent.,
the investor receiving the bonds at par; that holders of tho bonds shall bo
given tho privilege of converting the securities on maturity Into 20-year bonds,
which will probably bear 4 per cent. Interest, and that the proceedB of the
loan shall not be used for tho payment of munition purchases.
American Can Ready to Start "Work on Dig Shell Order
All necessary machinery for the turning out of the $40,000,000 order for
shells for the Allies has been procured by the American Can Company and the
Instalment Is well under way and the company Is about ready to begin work.
It Is estimated that the profit on the order will be more than $9,000,000, equal
to 21 per cent, on he common.

Tho Iron Age says: "Export business

Canadian makers of munitions and from

Incredible. As a whole, the market Is
moving upward not uniformly, nor yet
with any spectacular developments, but
In. response to the special Influences that
have produced a scarcity of steel."
The Crucible Steel Company of America
has applied to the New York Stock Ex
change to list 1121.600 additional common
stock, and Burns' Brothers ll.81S.WXI 7 per
cent, cumulative preferred and $5,600,000
common stock.
The New York banks lost J101.000 to tho
Subtreasury yesterday and gained 13,673,
000 since last Friday,
The directors of the American Chicle
Company have decided to change the
method of dividend payments on the com
mon stock from monthly to quarterly In
stalments, payable January, April, July
and October of each year.

I.ONDON, Sept. 12. I havo Just been
listening to our third war budget.
Tlegtnald McKemnn, Chancellor of the
Exchequer, went to work In a very busi
nesslike way. I have heard the budget
speeches since the beginning of the war,
but nono took so much of the taxpayers'
money In such a short time. It was al
most a case of "No flowers, by request."
as at funerals, for the House of Com
mons knew It was In for stern work
and did not want political rhapsodies.
It was all as matter of fact an the facts
themselves required. There was no word
paliltlnir. They stood out lllee black
frowning rocks across the stream of our
painting. They stood out like black
to future progress.
It Is to be a budget, said Mr. Mc
Kenna at the outset, of "unprecedented
burdenB." and he redeemed his promise.
Certainly there has been no such heavy
addition to taxation since the Napoleonic
wars. On the other hand, the taxation
of the working classes after this budget
will be much lees heavy than It was a
century ago.
The new taxes that hit the poor hard
est are the additional duties on sugar, tea
and tobacco. Import duties on motorcars,
plate 'glass, clocks, etc., are sops to tariff
reformers, and Mr. McKenna's defense of
them delighted a section of 'the Tory
party. It sounded like an echo of tho
tariff reform orations which we heard
10 years ago, but It was explained as a
means of assisting American exchange.
The increase of the Income tax and su
pertax shows that the Cabinet Is com
posed mainly of rich men In a represent
ative democracy capable at a crisis of Im
posing heavy sacrifices on wealth. Thus
Income and supertaxes on mllllonaries rise
to 35 cents In the dollar. Men with ,000,000
Income will pay 8170,000.
The reduction ot exemptions to the limit
of the Income tax from $S0O to JS50 Is a
sound measure. A wider basis for direct
taxation Is better for a democracy like
ours.
The figures ot expenditure and debt
were received as gloomily as they were
uttered. But the House took the budget
very well. It should have a sustaining
effect on British credit, for we ore tho
only belligerent Power which has made
ample provision for Interest and a sink
ing fund on its new war debt.
The Increase of postal and telegraph
tolls Is hard on newspapers, which have
suffered heavily by the war, owing to the
enormous decline In advertising.
One effect of the budget will be to
rldiculo our conscrlptloplsts in their
efforts to show that this country has not
done its. share.

The result of the primary election met
with prompt response marketwlse from
the local public utility Issues on Change
this morning. It was the opinion gener
ally held in the financial district that If
the Organisation should return to power
the local traction and lighting companies
would be benefited by a less critical at
titude than that of tho present adminis
tration. There was, of course, no definite
suggestion forthcoming as to just how
this would become manifest, but local
traders were Inclined to take a chance
on buying Itapld Transit. Union Traction
and Philadelphia Electrlo on this theory
and all three Issues scored moderate ad
vances. One suggestion heard In several quar
ters of the Street today was that there
might be a modification of tho new sub
way and elevated plans If the Organiza
tions wins In the fall.

on a par or above yesterday's closing-. The
undertone was firm In the wheat mar
ket, and under a fair demand, with trad
Ina; llKht, there was a good rise In the
early hours. At the end of the day Koeel
advances were shown.
There is said to be no hope for a strensT
bull movement while Canada has the ex
port call. Traders are being advised te
sell at every upturn.
September wheat advanced nearly 3
cents before noon. Cash premiums arrow
ing less ts said to be the cause of Sett-
tember'a activity. Advances in the other
future were small.
Despite the reports of damage to the
corn crop by Tuesday's frost, traders re
main optimistic and prices steady and
firm. Buying- was not heavy In the early
hours.
Oats ran along In the even tenure of Its
way, prices fluctuating but slightly. The
undertone appeared steady.
Export sales reported consisted of 890,
000 bushels of Manttobas and 100,000 bush
els spring for shipment via the tfulf. The
latter Is believed to be part of a cash
handler's seaboard delivery sale. The
sale of 150,000 bushels of oats for expert
was also recorded.
Millers are reported buying. Stocks at
Minneapolis decreased 160.000 bushels In
the last four days, against a gain of 3,
950,000 bushels In the same period last
year.
