the feeling that caution was now In order.
It was felt In more quarters than one
that the outlook was much brighter, and
the statement by the German Ambassador
"that he expected the dlfltculty to bo
straightened out within the next two
weeks was encouraging.
Losses on the set-back ranged mostly
around fractions, although there wero
come few Issues, such as Bethlehem Steel,
which wero positively weak. Bothlehem,
for instance, dropped off 10 1, 4 points be
fore the end of the second hour, white
Crucible lost over A point, ss. did Wcst
tnghouse and Etudobaker. Gcnoral Mo
tors moved In the opposite direction from
the other war specialties, and when they
were going down It became strong, showing-
a gain of 4 points around midday.
Trading was light In the afternoon
and the market was Irregular, with a 1
aaaalnff tendency. Bethlehem Steel re
covered from the morning low, but was j
till oft from the flnal of yesterday. The i
company's preferred stock was strong, i
Rumors were reiterated of a big merger j
and an exchange of now securities for ,

stock. Colorado Fuel and Iron stood out
strong, being up nearly 3 points at ono
time. Irregularity, with light trading,
continued to the end. The most promi
nent Issue was the strength In Colorado
Fuel and Iron, which rose to u level S
points above yesterday's close on reports
that tho company has received new
orders from the Russian Government.
The railroad list was again Inactive,
thera being very littlo demand for this
class of securities. News that the attor
neys for tho Western carriers had Hied a,
petition with the Interstate Commerce
Commission asking that tho eftectlvo date
c-f its recent decision In the advanco rate
esse be postponed for 90 days had been
expected. The decision was to have be
came effective on September 30. Tho re
quest for the postponement of tho effec
tive date was done so as to give tho i all
roads time to picpare exceptions to the
ruling.
The Bis Loan to the Allies
Around midday the Street received the
news that tho huge loan to the Allies,
which has been under discussion, had
been lrtually arranged, although no de
tails could be learned. It was said, how
ever, that the amount would be $1,000,-
OeO.tJOO. This was vm encouraging to the
financial community, as It has been act.

Britain ard Its Allies will pay In gold.
This will necessitate sending to this coun
try perhaps fSOO.000.000 gold, or even more,
but the three nations consider that they
are In a position to do so.
P. It. R. Freight Traffic Hotter
Continued Improvement Is shown in the
movement of loaded freight ears on tho
Pennsylvania Hallroad. At all but ono
of the eight Important Junction points of
the road In the first 11 days of the pres
ent month the number of cars parsing
showed an Increase, as compared with
the corresponding period' of last year.
The total number of tars was 371,033 this
year, against 329,343 last year, an In
crease of 43,534 Cars. The dally average
was 6,667, an Increase of 3042, or 12.!
per cent.
Tennessee Copper Gets Order
An order for a large amount of sul
phuric acid Is understood to have been
closed by th. Tennessee Copper Compsn
, with tho Itusslun Government. Details
f the order are not known.
War Order for Driggs-Seabury
The Driggs-Seabury Ordnance Company
has closed an order with a foreign Gov
ernment for war material. It is learned
from olllcial sources that the order was

English Dank Statement Poor
the weekly statement of the Hank of
Engfand was a very poor affair, as com
pared "with tho previous week; There
was a big decrease In the reserve Item,
HMW.OOQ (117.000,000), while the gold
holdings fell oil 3,742,000 (113,710.000).
Both Items aro still considerably above
tho came week of last year, however.
Earnings of Can Good
The American Can Company's earnings
up to August on ordinary business were
slightly ahead of this time last year.
August and September are usually gpod
months, and this year should be ahead

In the day on advices from New York,
Canadian Pacific Was dull, while the
Grand Trunks were mixed, with the feel
ing In regard to the shares more cheerful,
Home rails, while slow, held well. South
American rails were steady, but dealings
wore on a small scale. Foreigners were
Idle, pending developments at the Paris
settlement.

exchange during tho last -hour of trad
ing this afternoon, when the stock was
rushed dp over 1 points, crossing 8, tho
last previous high level. Throughout
most of the session Cramp was neglected,
falling entirely to continue yesterdsty's
upward flight, but around I o'clock buy
ing orders began to appear nnd tho stock
beenmo buoyant. Meantime, Cambria
Steel nlso was In good demand and ad
vanced a substantial fraction. United
Btntos Steel was nctlve. but Irregular,
following Its' Wall street fluctuations.
The local tractions continued to attract
n certain amount of attention by reason
of their llrmneM In face of tho uncer
tainty else here. Tonopah Uclmont was
not affected by the August report, which
showed net earnings of $6S,S25 for tho
month. Tho usual dividends wero de
clared on Philadelphia Company common
nnd cumulative preferred shares.
Heading was slightly depressed, al
though In the annual report President
Rtoteslnlry regards as beneficial the re
cent doclslon of tho Kedoral Circuit Court
In tho suit for tho dissolution of the
company under tho anti-trust law. Ho
says that tho declRlon holds squarely that
the plan of reorganisation ndopted In 1004

Gossip among tho Philadelphia broker

tho proposed Allied loan. Thero wns a
tendency In some quarters to predict that
If a bond Issue without collateral was de
cided upon tho rate of Inteiest would have
to be pbovo 5 per cent or the maturity
short. It was pointed out that tho 30,000,
000 Trench loan had fallen recently to
practically a 7 per cent, basis and

however, that this had been receiving
Government support and that It was easy
to hold It up, owing to Its small size, oiils
$10,000,000, and tho fact that It matures In
Innunrv and will In all probability be
paid oft. Tho street learned today that
the allied loan had been practically ar
ranged, but details wero still lacking.

expected to bring on big foreign orders In

It Is reported that at present they nmount

The consolidation ot the lines of the
Seaboard Air Line and the partial re
nouncing of the company should prova
of great benefit not only to the road lt
self, hut to the country through which It
operates.
Tho lines added to the system through
consolidation ot subsidiaries with the
parent company are chiefly math Una

operating In all about 416 miles and gives
tho Seaboard an entry Into Charleston.
This lino will be extended to Savannah
by tho construction of 8$ miles of railroad
with n maximum grnda of but 3-10 of I
per cent. The now territory thus opened
up la rich In cotton nnd tobacco.
It Is proposed to change the name ot
tho Senbonrd Air Line to the Seaboard
Air Line Railway Company, and a new
mortgano of 1300.000,000 will lie executed
authorizing bonds to that amount It
will be a first npd consolidated mort
gage nnd a banking syndicate headed by
tho Guaranty Trust Company of New
Yorlc, and Including prominent banking
Institutions throughout tho Country, has
atrendy purchased $22,893,009 of the 'lew
bonds which bear Interest at 6 per cent,
maturing In 30 years.
The preferred and common stock of the
present Seaboard Air Line will be retired
through exchange for shares of the new
company. The new preferred will be
entitled to dividends nt 8 per cent, In
preference to the common, whereas the
presont preferred Is entitled to only 4
per cent, and to an additional 2 per cent.

therefore the hbldera ot old preferred
will receive a smaller amount of new
preferred than they now hold. The old
common, however, will be exchanged
share for share of the new common.
Thero Is now outstanding $23,691,100 old

PUBLIC UTILITIES
Of SOOO Brooklyn Itapld Transit em
ployes, 6200 have applied for Insurance
under the group plan, according to
Btatemcnt Issued yesterday by the com
pany. As a result, no physical examin
ation will be required, more than the
requisite number having applied under
the waiver agreement. The plan, an
nounced July SO, involves a premium of
nearly $60,000 a year, one-halt paid by
the employes and one-half by the com
pany, Retiring employes will be con
tinued In a $1000 policy without cost.
It Is understood that plans have been
arranged for extension of the Phoenix
vllle, Valley Forgo and Strafford Electrlo
Itallwnv from Valley I'orirn tn cocct
with the Philadelphia flnd Western Hall
way at Bridgeport. Such development
would hitch up nlso with the Pottstown
and Phoenlxvillo Railway, which la con
necting its lines by some new construc
tion, and this would make the Philadel
phia and Western Railway the terminal
system for a new through electric line to
Pottstown.
The New Tork Upstate Public Service
Commission has decided that It has no
power to modify the terms of a franchise
granted by a municipality. The New
York and North Shore Traction Com
pany applied to the commission, asking
that it determine that the just and
reasonable faro between Mlnaola and
Port Washington was 15 cents instead
of the 10 cents to which the road Is lim
ited by the terms of Its franchise granted
by the supervisors of Nassau County and
the highway commissioners ot the town
of North Hempstead. The attorneys for
the road contended that the power to
grant franchises In a municipality was
but a power delegated to the municipality
by the Legislature, and that the Legisla
ture Itself, or the commission, to whom
the Legislature has delegated general
power over rates, could amend the fran
chise. The case has been watched wth
Interest by many street and Interurban
railways and steam roads as, had It been
decided that the commission had the
power Invoked, nearly all cases In which
an admittedly Inadequate return la now
Imposed by the limitation of local fran
chise might be brought before the com
mission, without respect to the local
authorities.
The gross earnings of the Cities Serv
ice Company In August were 312,7?5, In
crease, $17,834; net, $299,170, Increase,
$13,539, Twelve months' gross, $1,051,573,
Increase, $380,09); net, $3,833,732, Increase,
$321,207.

Bituminous coal shipments on the Phil
adelphla and Reading Railway during
July amounted to 1,415,516 tons, as com
pared with shipments pf $39,554 tms of
anthracite coal. The total of bituminous
coal shipments is the largest for any
month since Jfarch of last year, when
1.661,769 tons were shipped. Anthracite
shipments were less by 342,405 tons than
In April, when the largest tonnage so far
this year was recorded, and only 115,511
tons larger than the smallest previous
total for arty month In 1915.
The Seaboard Air Line and the CloVer
Leaf have closed for rails for delivery
next year. The Beaboard has purchased
8000 tons and the Clover Leaf 3000. tops.
With these two purchases, five railroads'
In all have thus far made known thejr
1910 requirements and contract for ton
nage, Tho Now York Central, the Penn
sylvania and a number of Western roads
are hastening work on their estimates,
and will no doubt enter the market for
rails before the end of the month.
The Chicago Board of Trade has filed
complaint with the Interstate Commerce
Commission declaring unreasonable the
Increase In proportional rates which are
proposed to become effective on Novem
ber; It on grain and grain products from
Chicago to Atlantic ports for export and
rates to points east of Pittsburgh-Buffalo
line.
