Mnny Rumors Current to Ac
count for Strength in
Former Issue
The stock mnrkot In this city today
wtis the strongest nnd moat nctlve In
many days, foliowlnj; tho upward course
tnken In New York, duo to the better
outlook on tho present International situ
ation created as tho result of tho sink
ing of tho Arabic. Price movements wcro
nil on tho side of ndvnnccs, nnd ranged
from smnlt fractious to as much ns C
points. United States Htccl wns tho
most ucttvo Issue, but did not scoro tho
largest gain, this honor being held by
Cramp Shipbuilding shares,
As far as strength was concerned,
Cramp sharos overshadowed everything
else In tho market. Starting with an
overnight gain of ay, tho stock (illicitly
rnso In tho first hour to SD, up 6 points
from tho llnnl of yesterday, and estab
lishing n new high record, ProOt-taklng
cut down some of tho ntlvnnce, but not
to any grc-nt extent.
At today's lop tho stock wns up in
polntr In two-days' trading. Htiylng was
again said to bo for New York account,
nnd Standard Oil Interests wcro men
tioned ns the principal takers. The
turnover of the stocks In tho llrst two
hhurs wns more than 2300 shares.
The reason given for tho advance In tho
Cramp shares vnn tho outlook for the
company. It was estimated that tho earn
ings for the present fiscal year will be
nrotiPil 10 per cent., nnd reports had It
tlmt tho force of workmen at tho wards
will shortly bo Increased to 4000. against
250ii that were employed before tho Kuro
penn conflict began. It wns pointed out
that tho company llgurcs largely In any
expansion of our nnvy, nnd one report
had It that ofHrluls of the company havo
already conferred with Government olll
ctnls and that nn ngreement has been
reached. Tho company la understood to
have gone so far as to buy steel nnd other
materials for the work.
There wuro many rumors afloat later In
tho dny to account for the advance In
Cramp's. Ono was to the effect that
Hnldwlu Locomotive Interests were
buyers. Another wan that buying was
for control. This later rumor enn bo
easily thrust aside. Inasmuch ns the ma
jority of the stock Is deposited under n
20-year voting trust, nnd this docs not
expire until 1023. Control, therefore, could
not pnfcs without the consent of tho trus
tees. There wns very llttlo slackening off
in trndlng In tho afternoon session. While
Cramp shaves fell oft two points from the
high, Philadelphia Company gathered
nnother whole point. Of the distinctly
local Issues, Cramp wns tho most uctlvo,
over 3100 shares changing hands by 2
o'clock. I'nitod Gas Improvement moved
up ono point, while Hnldwln gained nearly
two points. The rise In Philadelphia Com
pany was due. of coutse, to the good
July earnings' statement Issued yesterday.
While realizing carried somo prices oft
nt tho close, especially United Stntes
Steel, Cramp and Hnldwln, the majority
of the list held strong.

STANDARD RAILROAD STOCKS
The latter part of July we compiled data aa to eleven dividend-paying
standard railroad stocks. The increase In the price
of these rails while not sensational has been consistent and steady,
and they have been least affected by market fluctuations.
Careful investors have unusual opportunities. We will be pleased
to send you the folder in question. It contains illuminative, pertinent

London Believes Report That
Peace Is Necessary to Avoid
Bankruptcy
By FRANCIS W. HIRST
lMIJor ot The Economist
Bu Cable to the Evening Ledger
I)NDON. Aug. 26. The telegram from
Amsterdam describing the (lerinnn (."fcan
cellorB private conference nnd Statement
concerning tho necessity of making penco
proposals to avoid financial ruin attracts
much attention here, as the report from
tho Dutch Tolegraaf Is rather friendly to
Germany and may have been Inspired
with tho pnrposo of sounding hero and
elsewhere. Of course, city nnd commer
clnl Interests here do not deslro Ger
many's financial bankruptcy, unless that
Is tha only means ot safeguarding Del
plum and Franco.
Tho stcrullnc-s of German exchanges
during rceent months may he explained
hy the Hrltlsh blockade restricting her
Imports to a minimum, but Micro Is no
getting over the fact that If the war
stopped now tho German Imperial ex
chequer would hnve to find about fKO.
eW.OOO for Interest on tho new Vnr loan,
Cesldes n much larger annual sum for
permanently disabled soldiers, widows
nnd orphans. How this can be provided
out of necessarily shrunken trade and
revenue and how tho army nfter demobi
lization can bo employed nre problems
not confined to Germany, which every
extra month's warfare nggrnvotes,
The Amsterdam statement Is perhaps
an Invention, but every competent au
thority knows that the views attributed
to llollweg nre correct nnd that only
early peace can save Germany's credit
Undoubtedly nn Important Internal bat
tle Is raging In high German quarters
between those who would continue the
war, ln the hope of territorial spoils or
Indemnities, and those who would nego
tiate for peace without delay.
Many here believe that Balkan develop
ments promise tho Allies a fnvornble out
come before long ln that quarter, and
that Turkey will sue for peace.
American exchange negotiations con
tinue. The economic situation here re
quires cnreful handling, ns tho working
classes evidently havo been made sus
picious by the Northcllffo press campaign
for conscription. The Cabinet will prob
ably nwalt events, ns the Trade I'nlon
Congress will certainly discuss the sub
ject. The problem connected with ex
change has difficulties, as the army In
crease must reduce Great Britain's ex
portable surplus. Personally, I think the
volunteer system will survive, for It fits
the genius of n peoplo whoso military
ardor and patriotic devotion could only
bo dampened by compulsion.
