There was a cheer ful feeling on the stock exchange today which was caused by news of the Rus sian naval victory at Riga. Trading was fairly brisk and prices firm. Strength was shown In war loans, the easier dis counts having a favorable Influence. The absence of a provision for any Interest from revenue on the German war loans made a profound Impression at this centre. Home rail? fays were steady, but trading was light. LONDON, Aug. 23,-There Is tody ' good deal of uncertainty In tH Mty, but some knowing ones aro sure Mer hove been taken to' restoro exchanges. Some recent fluctuations suggest liwld, manipulation. The bank return Is highly satisfactory, We may well be pleased that our cur rency Is so full of gold that with little patriotic exertion by bankers we en draw $20,000,000 to $30,000,060 for export without visible Inconvenience. Saturday's exchango was little affected by the Arabic disaster, which Is another painful exhibition of savagery. The Ger mans aro evidently smarting under their appalling losses of life, besides the gen eral privations Of a war diet under bu reaucratic control. Their successes In Russia have been very costly. Reports published here Indicate a strong reform movement In Russia, where the fall of Kovno endangers Riga. The stock markets are naturally dull. American bond sales continue, and prob ably will Increase unless new credits on your sldo restore exchanges. It seems possible that somo change In the blockade policy may accompany the new cotton contraband arrangement, but nothing Is known except that the Cabi net has been deliberating these ques tions. Experts generally attribute tho recent steadiness of German exchange to- the blockade. Great efforts are expected pext month to raise the large new revenue In'jtbe forthcoming budget, arid at tHo same tlmo diminish all luxurious consumption. Rich Australians living here will be .hard hit by the double graduated Income tax rising E shillings already, b6th here and In Australia. During the fiscal year ending June 30, 1915, by strict economy and with the partial benefit of increased, passenger and freight rates recently granted the road was able, notwithstanding a decrease in operating revenue of $1,489,236, to come within about $334,000 of meeting its fixed charges, as against a 'deficit of $2,044,742 for the previous year. While this improvement does npt remove the necessity of reorganization it strengthens our belief that if a consolidation with the Leased Lines can be effected on" equitable terms', a financially strong corporation will result which will be to the greatest advantage of all. If granted, the extension of your notes now asked for will not i,n any way diminish your security, as no mortgage can be placed upon the property without securing your notes, and it will enable the manage ment to continue Its efforts toward a sound reorganization, under favorable conditions. Should hojders of Boston & Maine Notes who accept Plan No, 2 desire notes of Maine Railways Companies, in excess oi their allotment of 20 they may be permitted to increase their holding of Maine Railways Companie Notes and decrease their Boston & Maine Notes accordingly, from any of such notes remaining m tHe Treasury.
