Cramp Shipbuilding was irregular, at
one tlmo advancing a point to 68, only
to fall back 2 to 61 It closed un
changed at 63. Tho annual meeting
Is scheduled for next Thursday, when
tho ahnual report will bo mado public.
Blight recessions were also established In
Llectric Storngo Battory and I.ako Su
perior, but tho latter soon moved up
again. Lehigh Navigation was qulot. It
Is understood minority holders of Hnr
wood Electric Bhares oro being sounded
on a plan to turn it over to the Lehigh
Navigation Elcctrlo Company at 22V4 In
exchange for Series U first mortgage
bonds at par. Tho majority stock was
bought nt 43 In bonds.

An Investigation of tha rates and refu
tations of tha common carriers governing
tho transportation of anthracite coal
from producing; fields to tidewater" and
oftlolal territory, was Instituted br th
commlsalon on Its own initiative In June,
I9lt, The purpose of the Inquiry was
not only to determine tho reasonableness
pf tho rates, but whether roads should
be allowed to control mining companies.
Tho declalon points out that the con
trol ot mining companies by carriers
places tho Independent companies In an
unfair position. Inasmuch as the railroads
In many Instances loan tlto producing
companies money nnd assist them In
other ways. The rates to .tidewater ars
held to bo too high, and a slight reduo
Hon will be enforced.
Tho reduction will not be so great aa
to Injure tha revenues of the carrier,
but will placo tho Independents In a mora
advantogeous .position In regard to min
ing companies controlled by carriers.

the decision will go toward destroying

decision of the United States Circuit
