acter than that ruling throughout yester
day. In that dealings fell oft perceptibly.
Demand wag very light and stocks were
In supply at concession In the early
trading, tho business being mostly of
n evening up character over the week
end and profit taking. There was no
pressure, however, and the lower level
was chiefly due to tho absence of buy
ing: orders. Ilefore the end support was
given and the closing waa generally
strong, some stocks exhibiting losses,
however.
While the Street In general still ro
. gar4d the victory of tho 8tecl Corpora
tion over the Government In the' anti
trust ault as a great forward step, many
were of the opinion that the decision had
been overplayed as a favorable market
factor In view of other conditions now
ruling, the principal thing being tho In
ternational situation. The Street saw un-
misiaitable signs of a clearing of tho
Bklea as far as tho difficulty wllh Ger
many Is concerned, convictions being
based to a great extent on the expression
of regret by the Kaiser's Government
for tho Gulfllght nnd dishing Incidents,
and a promise of reparation for tho tor
pedoing of the formor.

of copper.
The heaviest trading occurred In Steel.
The first sales of that stock were 8000

Trading Dull, With Price Changes
Narrow.
LONDON, June 5. While sentiment on
the Stock Exchange was cheerful today,
the customary week-enj conditions pre

Firmness prevailed In the gilt-edged sec

There was a decided let-up In activity
on the Philadelphia Stock Bxchango to
.i.. i.viJov'. nmn-nrka did not alto
gether meet with tho npprovol of the
mora conservative element on the street
and the result was an Inclination to take
profits rather than carry speculate
commitments over the week end. United
States Steel continued to dominate the
dealings In so far as volume of sales
was concerned. A drop of n point in
tinM.uin t.nrnmnllvo occurred nt the
opening nnd a similar decline was estab
lished In Cramp Shipbuilding, but the
latter quickly rallied ngnln fclecwhero
pileo movements wero of the narrowest
description. New York houses were buy
ers of Lake Superior on the familiar war
order theory.
In tho flnnl denlliigs prices rallied all
around, nldcd by the recovery in new
York. Keystone Telephone rose a point
and Cambria Steel scored n iracuunni u

Union Traction developed an ndvanclns

ns n result of tho Orand Jury's criticism
of tho Irresponsible manner ,ln which
Jllncys nro allowed to operate In this city
and the recommendation that some sort
of supervision be exercised over them by
the authorities.
Pennsylvania Steel preferred made no
response to Norfolk nnd Western's order
for 2fJO0 tons of steel rails, nnd Cambria
Steel, after n slight advance, onscd off
below Inst nights close. Hope that an
early combination of theso two compnnles
mlpht bo cITected was dampened by tho
expectation thnt tho Government would
carry the United Htatcs Steel enso up to
tho Supremo Court, which would mean
a considerable further delay. Actual
shipping orders booked by tho steel mills
were heavier In May than In April and
slightly heavier production has resulted,
averaging n trifle nbovo 75 per cent, of
capacity. Very little of tho steel repre
sented In recent car orders has actually
been specified for mill rolling, so that a
further Incrcnso In production Is In pros
pect. In many quarters It Is expected
that by August tho steel mills will bo
operating at ns great a rate as tho labor
supply will permit.
HARDING EXPLAINS
ROCK ISLAND AFFAIRS
Contends That His Campaign
for a Receiver Was Intended
for "Good of Property."
WASHINGTON, June B.-J. Horace
Hording, of C. D. Barney & Co., who led
tho fight nt tho Hock Island Railroad's
April election ngalnst tho Nathan
Amster directorship candidates, was the
first witness today at the Interstate Com
merce Commission's Inquiry Into tho
company's llnnnclnl affairs. Harding
contended that his campaign for a re
ceiver for the road was Intended for "tho
good of tho property." Samuel Unter
mycr, who questioned him, sought to
show the contrary that ho had Interested
motives.
By impairing tho Hock Island's credit
tho directors' light In April, Hording
said, In his opinion hastened the line's
Insolvency. Ho could not explain why,
facing Insolvency, most of the time It
paid J3,0O0,O0O to $3,000,000 In dividends
In 12 vaars.
He considered shares at 21 as at pres
ent much above the normal, ho asserted,
but was unable to say why they were
selling at 33 threo days before the receiv
ershipprobably, ho added, It was be
causo of Mr. Amster's ontlmlstln nnt-
ments.
"Was the bidding up of tho stock
Just before the market close each day
prior to the receivership an attempt at
manipulating?" the witness was asked.
His answer was that he believed It to
havo been merely mistaken speculation.
In the past four years, he asserted,
the Increasing cost of labor and material
and higher taxation had been a tremen
dous strain even on roads In first class
condition. If tho Rock Island had passed
some of Its dividends, he said, he thought
It might have helped.
Mr. Untermyer grilled Mr. Harding se
verely, but the latter proved nn excellent
witness and never seemed In tho least
disconcerted.
Mr. Amster, tho next witness, said he)
Invested In tho Rock Island on the
strength of glowing accounts of It, was
dissatisfied later with its management,
and, through his activity. Involuntarily
became leader of stockholders who
thought as he did.
